2421 PROCEDURE RULE D1.41 - It was moved and seconded - that the council's Procedure Rules be suspended in order to allow a maximum of 3 petitioners to speak for up to 10 minutes each.

Motion Carried

The Monitoring Officer confirmed to Council that the dispensation to fully participate in the debate in this matter, which had been granted in relation to the motion considered by the council at the meeting on 10 November, 2015, also applied to this meeting. Accordingly all members were able to take part in the debate.

2422 (15) STAND UP FOR STEEL PETITION - In accordance with Procedure Rule D1.35(d) a petition containing 7,038 (verified) signatures was considered by the council.

Three representatives of the petitioners, Lisa Gosling, Martin Foster and Matthew Cooke presented the petition entitled Stand up for Steel Petition. The petition had been raised in response to the decision by Tata Steel to reduce the workforce at the Scunthorpe Steelworks by around 900.

Following the presentation of the petition members of the council debated the issues contained within it.

It was then moved by Councillor Evison and seconded by Councillor Gosling -

(a) That the petitioners be thanked for attending the meeting, for bringing their concerns to the council's attention and for their valuable contributions to the debate; (b) that the council endorse the unanimous resolution agreed at its meeting on 10 November 2015, details of which are set out in the report of the Chief Executive, and (c) that the council continues to urge and work with the government to -

  • Press the EU to allow the compensation package for energy intensive industries to help our Scunthorpe site.
  • Use the Social Value Act to enhance the procurement of Scunthorpe Steel.
  • Encourage employers to work with Trade Unions to create a sustainable future for steel manufacturing in Scunthorpe.
  • Support workers facing redundancy back into work with training and/or employment opportunities including apprenticeships.
  • Ban the import of sub-standard and less than market value steel and steel products.
