2586 MAYOR'S REMARKS - The Mayor welcomed fellow councillors, officers and members of the public to the meeting. He informed the meeting of the nature and range of 111 events he had attended and been involved in to date. He reported that feedback received emphasised that North Lincolnshire continued to thrive as an area to live, work and visit, and many from outside the area expressed their views that the area was clearly open for business and investment.

The Mayor also stated that it was important that that the Council conducted itself in a professional manner, sticking to the business to be carried out, with no falling out and enjoying some polite humour as it progressed.

2588 MINUTES - Resolved - That the minutes of the Ordinary Meetings of the Council held 14 December 2017 and 1 March 2018, Extraordinary Meetings held on 20 April 2018 and the Annual Meeting held on 17 May 2018, having been printed and circulated amongst the members, be taken as read and correctly recorded and be signed by the Mayor.

2589 (1) TREASURY MANAGEMENT OUTTURN 2017/18 – The Director: Governance and Partnerships submitted a report providing an overview of the council's treasury performance in 2017/18. The report explained that this report fulfilled the council's legal obligation under the Local Government Act to have regard to both the CIPFA Code and the Department for Communities and Local Government (CLG) Investment Guidance. The CIPFA Code required that full Council received a report at the start of the financial year, mid-year and year end. The Audit Committee also received regular updates regarding treasury activity, providing assurance on the effectiveness of the council's treasury management arrangements. Council had agreed the Treasury Management Strategy for 2017/18 in February 2017, and the Annual Treasury Report (included as an appendix to the report) provided the detail of the activity and performance against the strategy, including the agreed Prudential Indicators for 2017/18.

Resolved – That the Treasury Management performance set out in the Annual Treasury Report for the 2017-18 financial year be received and noted.

2590 (2) REVIEW OF LOCAL PARLIAMENTARY POLLING DISTRICTS AND POLLING PLACES - The Director: Governance and Partnerships submitted a report on the requirement to undertake a compulsory review of local UK Parliamentary Polling Districts and Polling Places. The review would have no impact upon the polling districts or places for the council's local district elections and town and parish elections in May 2019.

The Director in her report explained that The Electoral Registration and Administration Act 2013 introduced a change to the timing of compulsory reviews of UK Parliamentary Polling Districts and Polling Places. The next compulsory review must now be started and completed Between 1 October 2018 by 31 January 2020 (inclusive). (Subsequent compulsory reviews must be started and completed within the period of 16 months that starts on 1 October of every 5th year after 1 October 2013). A “review” was all the steps set out in Schedule A1 to the Representation of the People Act 1983 (RPA1983). The review process, from the publication of a notice of a review until the publication of the documents at the end, must take place and be completed by 31 January 2020.

Guidance received from the Electoral Commission indicated that local authorities would need to decide when to carry out the review within the specified period taking into account other statutory duties and processes the (Acting) Returning Officer and her staff would be carrying out in that time period and how the review would fit into these. The report highlighted what the (Acting) Returning Officers would need to consider in the period leading up to 31 January 2020, and also set out an overview of legislative requirements.

Resolved - (a) That the requirement to conduct a compulsory review of parliamentary polling districts and polling places be completed within the period of 16 months from 1 October 2018 to 31 January 2020 (inclusive), and (b) that arrangements be made to commence the review of polling districts and polling places as soon as possible after 1 October 2018, as the 2018 canvass and associated new electoral registers are completed.

2591 (3) STANDARDS COMMITTEE - ANNUAL REPORT 2017/18 - The Director: Governance and Partnerships submitted a report which attached as an appendix the sixth annual report of the Standards Committee under its standards regime and associated published Standards Arrangements following the Localism Act 2011. The report covered the period 1 July 2017 to 30 June 2018, and detailed the work and activities of the Standards Committee throughout that time.

The report was presented to Council in accordance with the requirements of the Council’s Annual Governance Statement. It was approved by the Standards Committee at its meeting on 11 July 2018 with a request that the Monitoring Officer provide a copy to all Town and Parish Councils in the area.

Following receipt of this report by council, the Monitoring Officer would provide the annual training sessions to town and parish members using the report to inform the itinerary.

Resolved - That the report of the Standards Committee for the period 1 July 2017 to 30 June 2018 be received.

2592 (4) URGENT KEY DECISIONS - The Director Governance and Partnerships submitted a report in accordance with requirements of the Council's Constitution 'Access to Information Procedure Rules' executive key decisions taken over the last year where the making of the decision was agreed as urgent. The report in an appendix summarised one executive key decisions taken as urgent over the last year and stated that the required public notice of the decision to be taken was published on the council's website, and the required agreement for the decision to be made was obtained from the chairman of the relevant scrutiny panel.

Resolved - That the annual report summarising executive key decisions where the making of the decision was agreed as urgent be received and noted.
