1944 MINUTES - Resolved - That the minutes of the proceedings of the meeting held on 13 March 2019, having been printed and circulated amongst the members, be taken as read and correctly recorded and be signed by the Chairman.

1945 APPLICATIONS DEFERRED FROM PREVIOUS MEETING - In accordance with the decisions at the previous meeting, members had undertaken site visits on the morning of the meeting. The Group Manager- Development Management submitted reports and updated them orally.

(i) PA/2018/1125 by Mr Jonathan Nuttall, Salfina Ltd for planning permission to stockpile 170,000 tonnes of road salt at a maximum height of 10 metres to be secured with waterproof sheeting at land north-west of Salfina Warehouse, Lancaster House, Lancaster Approach, North Killingholme, DN40 3JY

Cllr Hannigan addressed the committee as the local ward member. In doing so he thanked the committee for holding a site visit and raised a number of concerns that there was no evidence it was being managed safely, and was too close a proximity to residential dwellings.

Cllr Wells stated there was no benefits to the environment, and the precautions taken did not overcome the risk to the environment. He also stated that the cover was showing signs of deterioration and felt the application should be refused.

Cllr Bainbridge also had concerns about the application and the environmental issues.

It was moved by Cllr Wells and seconded by Cllr Glover -

That planning permission be refused for the following reason:-

The applicant has failed to demonstrate that the retention of a stockpile of 170,000 tonnes of road salt would not result in unacceptable pollutants contaminating surrounding watercourses as well as ground water. The development has the potential to create adverse environmental conditions and is therefore considered contrary to policies DS1 and DS11 of the North Lincolnshire Local Plan.

Motion Carried.

1946 MAJOR APPLICATIONS - The Group Manager - Development Management submitted a report containing details of major applications for determination by the committee, including summaries of policy context, representations arising from consultation and publicity and assessment of the applications.

(i) PA/2017/824 by Colin Muscroft for outline planning permission for residential development with all matters reserved except for access at Seven Lakes Industrial Site, access road to leisure complex and industrial site, Ealand, DN17 4JS.

Cllr Briggs as the ward member urged the committee to take into consideration all the drainage, sewerage and flooding problems experienced in the area, and the infrastructure within Ealand. He felt a scheme of work was required before anymore applications are approved.

Cllr Evison said he also had concerns and felt it would be beneficial to hold a site visit before making a decision on the application.

Resolved – That the application be deferred to the next meeting to allow the committee to visit the site.

(ii) PA/2017/855 by Mr Ian Johnson, Canley Food Packers for outline planning permission to erect a residential development with all matters reserved except for access at Seven Lakes Industrial Estate, access road to leisure complex and industrial site, Ealand, DN17 4JS.

Cllr Briggs spoke on this application reiterating the same concerns as the previous application and asked for a site visit.

Resolved - That the application be deferred to the next meeting to allow the committee to visit the site.

1947 PLANNING AND OTHER APPLICATIONS - The Group Manager - Development Management submitted a report incorporating a schedule containing details of applications for determination by the committee including summaries of policy context, representations arising from consultation and publicity and assessment of the applications. The Head of Development Management updated the reports orally where appropriate. Other officers attending gave advice and answered members' questions as requested.

(i) PA/2016/1417 by John Halmshaw Partners for planning permission for alterations to an existing outbuilding (unit 4) within the curtilage of Wootton Hall, including construction of a dormer window, in conjunction with a change of use to form a dwelling at Wootton Hall, Vicarage Lane, Wootton, DN39 6SH.

Cllr Wells stated that the character of the area will changed along with the loss of heritage. He felt that a site visit should be held on this application, along with the following five applications that relate to the same site.

Resolved - That the application be deferred to the next meeting to allow the committee to visit the site.

(ii) PA/2016/1424 by John Halmshaw Partners for Listed Building consent for formation of new arched opening to west wall at walled garden at Wootton Hall, Vicarage Lane, Wootton, DN39 6SH.

Resolved - That the application be deferred to the next meeting to allow the committee to visit the site.

(iii) PA/2016/1426 by John Halmshaw Partners for planning permission for the construction of six detached Eco Lodges within a walled garden area in conjunction with related alterations to an existing modern agricultural shed, and adjacent outbuilding, together with forming new openings in kitchen garden wall and associated works at Wootton Hall, Vicarage Lane, Wootton, DN39 6SH.

Resolved - That the application be deferred to the next meeting to allow the committee to visit the site.

(iv) PA/2016/1429 by John Halmshaw Partners for planning permission for alterations and an extension to an existing cottage, linked to an existing former barn (now domestic storage and garaging) to be converted and altered to form an extension to existing dwelling at Unit 6 Wootton Hall, Vicarage Lane, Wootton, DN39 6SH.

Resolved - That the application be deferred to the next meeting to allow the committee to visit the site.

(v) PA/2016/1784 by John Halmshaw Partners for planning permission to carry out alterations and extensions to provide a dwelling at Unit 5 in the grounds of Wootton Hall, Wootton, DN39 6SH.

Resolved - That the application be deferred to the next meeting to allow the committee to visit the site.

(vi) PA/2016/1786 by John Halmshaw Partners to carry out extensions and alterations to listed building at Unit 5 Wootton Hall, Vicarage Lane, Wootton, DN39 6SH.

Resolved - That the application be deferred to the next meeting to allow the committee to visit the site.

(vii) PA/2018/1890 by Mr David Easton for outline planning permission to erect two dwellings with appearance, landscaping and scale reserved for subsequent approval at Green Acres, Main Street, Ealand, Crowle.

An objector addresses the committee stating that the application was previously refused due to the inadequate drainage, and this would only put an additional strain on the area with a failing system. He stated that the area had a long standing flooding issue and it was not planned to be remodelled for another five years.

The agent spoke on the application and asked the committee to approve the application in line with the officer's recommendation. He stated that there had been no objections from highways or Severn Trent Water and was happy to comply with the conditions stated. He said it was not in a flood risk area and was a very small development of two properties.

Cllr Briggs having previously stated his concerns in the area with regard to flooding, drainage etc in the area, once again asked the committee to visit the site before making a decision,

Resolved - That the application be deferred to the next meeting to allow the committee to visit the site.

(viii) PA/2018/2403 by Miss Julia Smith for outline planning permission to erect two dwellings with access not reserved for subsequent approval at land to the rear of 9 Nethergate, Westwoodside, Haxey, DN9 2DR.

Cllr Grant asked for some clarification on the maps allocated defining the boundaries, and stated that it was not clear where the application lines were on the map, he therefore asked that the application be deferred to provide further clarification.

Resolved - That the application be deferred to a future meeting for more clarification on the boundary lines.

(ix) PA/2018/2545 by Mr and Mrs Keith Richardson for planning permission to erect a detached three-bedroomed house including new road crossing and off-road parking, and part use of existing garage block at land adjacent to 138 Earlsgate, Winterton, DN15 9XD.

Resolved - That planning permission be granted in accordance with the recommendations contained within the officers report.

(x) PA/2019/103 by Susan Orford for planning permission to retain a children's play den at Rose Cottage, Fields Road, East Lound, Haxey, DN9 2LX.

Resolved - That planning permission be granted in accordance with the recommendations contained within the officers report.

(xi) PA/2019/174 by Mr Simon Barker for planning permission to erect a two-storey gable extension, a porch extension and a single-storey rear extension at 23 Akeferry Road, Westwoodside, Haxey, DN9 2DX.

Resolved - That planning permission be granted in accordance with the recommendations contained within the officers report.

(xii) PA/2019/213 by Mr and Mrs Sarah Brocklesby for planning permission to erect a single storey rear and first floor side extension at 3 Station Road, Kirton in Lindsey, DN21 4BB.

Resolved - That planning permission be granted in accordance with the recommendations contained within the report.

(xiii) PA/2019/246 by Mr David Stubley for planning permission to erect a two-storey rear extension including demolition of existing lobby, WC and utility room at Little Hirst Farm, A161 from A18 to M180 Belton, DN17 4BU.
