4. Any other items which the chairman decides are urgent by reason of special circumstances which must be specified.

MINUTES

PRESENT: Councillors Clark, Perry and Wells

The sub-committee met at the Civic Centre, Scunthorpe.

1311 CHAIRMAN – Resolved – That Councillor Clark be and he is hereby appointed chairman for the meeting.

Councillor Clark thereupon took the chair.

1312 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS, PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND SIGNIFICANT CONTACT WITH APPLICANTS, OBJECTORS OR THIRD PARTIES (LOBBYING) - Councillor Clark declared a personal interest as he knew the applicant, Mr Foster.

1313 (35) LICENSING ACT 2003 - APPLICATION FOR A TEMPORARY EVENT NOTICE, BARTON TOWN FOOTBALL CLUB, MARSH LANE, BARTON-UPON-HUMBER, The Director of Places submitted a report advising members of an application for a Temporary Event Notice at Barton Town Football Club, Marsh Lane, Barton-upon-Humber.

Details of the application were outlined in the report, together with the application for a Temporary Event Notice, a letter of objection from Environmental Health (Commercial), the existing premises licence and a location map.

The Director in his report reminded the sub-committee that the options available to it under the Licensing Act 2003 when considering such applications were:

  • To issue a Counter Notice.
  • Not to issue a Counter Notice.
  • Impose relevant conditions (only where the event has an existing premises licence)

A representative from Environmental Health, (Commercial) and three representatives of the applicant addressed the sub-committee and responded to questions.

Following the summary of the case, the meeting was adjourned for deliberation by members and then reconvened when the decision of the sub-committee was stated as follows: –

Resolved - That a counter notice, due to the length and nature of the event and the level of noise disruption that nearby residents would encounter.

This would adhere to the prevention of Public Nuisance licensing objective.
