1. Declarations of Disclosable Pecuniary Interests and Personal or Personal and Prejudicial interests, if any.

2. To take the minutes of the meeting held on 18 July 2014 as a correct record and authorise the chairman to sign.

3. Any other items that the chairman decides are urgent by reason of special circumstances that must be specified.

The public are likely to be excluded from the meeting for consideration of the following item on the grounds that it involves the likely disclosure of exempt information as defined in paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

The panel met at the Civic Centre, Scunthorpe.

86 DECLARATIONS OF DISCLOSABLE PECUNIARY, PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS – There were no declarations of personal or personal and prejudicial interests made at the meeting.

87 MINUTES – Resolved – That the minutes of the proceedings of the meeting held on 18 July 2014, having been printed and circulated amongst the members be taken as read and correctly recorded and be signed by the chairman.

88 EXCLUSION OF THE PUBLIC – Resolved – That the public be excluded from the meeting for consideration of the following items (minutes 89 and 90 refer) on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

89 (5) LOCALISM ACT 2011 – CODE OF CONDUCT – COMPLAINT – SC/14/02 BY A MEMBER OF THE PUBLIC AGAINST A MEMBER OF NORTH LINCOLNSHIRE COUNCIL – In accordance with the council's adopted Arrangements, the panel considered a complaint. The panel had been provided with the complaint and the response of the subject member.

Mr J Goolden (Independent Person) had submitted his written views on the complaint, which were circulated to all members.

Resolved – That no action be taken on the complaint.

90 (6) LOCALISM ACT 2011 – CODE OF CONDUCT – COMPLAINT – SC/14/03(a) and (b) BY A MEMBER OF THE PUBLIC AGAINST A MEMBER OF NORTH LINCOLNSHIRE COUNCIL AND BARTON-UPON-HUMBER TOWN COUNIL AND A MEMBER OF BARTON TOWN COUNCIL – In accordance with the council's adopted Arrangements, the panel considered a complaint. The panel had been provided with the complaint and the response of the subject members.

Mr J Goolden (Independent Person) had submitted his written views on the complaint, which were circulated to all members.

The Monitoring Officer expressed his views in relation to the number and nature of complaints received in the past year on this subject.

Resolved – That no action be taken on the complaint

91 Recommended to Committee - That North Lincolnshire Council's Standards Arrangements be amended to authorise the Monitoring Officer to determine, and without the need to convene an Assessment Panel, those complaints that he considers vexatious and/or repetitive based on the same or similar facts.
