AGENDA

1. Declarations of Disclosable Pecuniary Interests and Personal or Personal and Prejudicial interests, if any.

2. To take the minutes of the meeting held on 7 October 2014 as a correct record and authorise the chairman to sign.

3. Any other items that the chairman decides are urgent by reason of special circumstances that must be specified.

The public are likely to be excluded from the meeting for consideration of the following item on the grounds that it involves the likely disclosure of exempt information as defined in paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

The panel met at the Civic Centre, Scunthorpe.

106 DECLARATIONS OF DISCLOSABLE PECUNIARY, PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS – There were no declarations made at the meeting.

107 MINUTES – Resolved – That the minutes of the proceedings of the meeting held on 7 October 2014, having been printed and circulated amongst the members be taken as read and correctly recorded and be signed by the chairman.

108 EXCLUSION OF THE PUBLIC – Resolved – That the public be excluded from the meeting for consideration of the following items (minutes 95 to 96 refer) on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

109 (7) LOCALISM ACT 2011 – CODE OF CONDUCT – COMPLAINT – SC/15/03 BY A MEMBER OF THE PUBLIC AGAINST A MEMBER OF NORTH LINCOLNSHIRE COUNCIL – In accordance with the council's adopted Arrangements, the panel considered a complaint. The panel had been provided with the complaint and the response of the subject member.

Mr J Goolden (Independent Person) had submitted his written views on the complaint, which were circulated to all members.

Resolved – That no action be taken on the complaint, but the Monitoring Officer speak to both parties to seek some conciliation.

110 (8) LOCALISM ACT 2011 – CODE OF CONDUCT – COMPLAINT – SC/15/02 BY A MEMBER OF THE PUBLIC AGAINST A MEMBER OF THE PUBLIC – In accordance with the council's adopted Arrangements, the panel considered a complaint. The panel had been provided with the complaint and the response of the subject members.

Mr J Goolden (Independent Person) had submitted his written views on the complaint, which were circulated to all members.

Resolved That no action be taken on the complaint, but the Monitoring Officer (i) speak to the East Riding and Northern Lincolnshire Local Councils Association (ERNLCCA) to enquire whether it can provide the parish council with any related guidance and training and (ii) speak to the councillor involved suggesting how such similar matters can be dealt with in the future.

111 (9) LOCALISM ACT 2011 – CODE OF CONDUCT – COMPLAINT – SC/15/01 BY A MEMBER OF NORTH LINCOLNSHIRE COUNCIL AGAINST A MEMBER OF NORTH LINCOLNSHIRE COUNCIL – In accordance with the council's adopted Arrangements, the panel considered a complaint. The panel had been provided with the complaint and the response of the subject member.

Mr J Goolden (Independent Person) had submitted his written views on the complaint, which were circulated to all members.

Resolved - That the complaint be referred for a tight, focussed investigation with any required meeting of a Hearings Panel taking place after the forthcoming elections in May.

(Councillor Davison wished to be recorded as abstaining from the vote on above decision, minute 95 refers).
