15 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) - The following members declared personal interests –

16 PUBLIC REQUESTS TO SPEAK - The Director: Governance and Partnerships informed the meeting that Councillor John Kemp, Winterton Town Councillor and Mrs Lisa Newstead, clerk to Winterton Town Council had requested to address the scrutiny panel to discuss the Community Governance Review.
Councillor Kemp and Mrs Newstead informed the meeting that Winterton Town Council believed that its current membership of 18 town councillors was the appropriate number to allow it to effectively undertake its duties through the council and its committees. The town council was concerned that a reduction in its membership could result in an unmanageable burden on its reduced membership, potentially making it difficult for those with families or who worked to sit on the council in the future.
The clerk also discussed with councillors the workload of Winterton Town Council, with particular emphasis on its committees, projects and the work it undertakes on behalf of the local community on a daily and weekly basis.
Resolved - That Councillor Kemp and Mrs Newstead be invited to participate in the discussion on the Community Governance Review agenda item.
17 (4) COMMUNITY GOVERNANCE REVIEW - The Director: Governance and Partnerships submitted the following for members information -
- Town council representations as part of the review;
- Neighbouring town and parish council representations of the future of Holme Parish;
- Stakeholder consultation responses; and
- Community governance review consultation ballot results
The Chairman facilitated a discussion with panel members on the aforementioned documents, as well as inviting comments from Councillor Kemp and Mrs Newstead.
Resolved - (a) That Councillor Kemp and Mrs Newstead be thanked for their attendance, verbal presentation and for answering members' questions, and (b) that the Director: Governance and Partnerships prepare a draft report for consideration at the panel meeting on 6 September 2017.
