AGENDA

1. Substitutions.

2. Declarations of disclosable pecuniary interests and personal or personal and prejudicial interests and declarations of whipping arrangements (if any).

3. Implementation of a 7.5 tonne environmental weight limit through the village of Ulceby (A1077 and B1211).

3.1 In accordance with Procedure Rule D1.35 i (i), to consider a request from the lead petitioner to review the steps that the council has taken in response to the petition.

3.2 At the conclusion of the scrutiny panel meeting, the members will agree one of the following courses of action -

  • Make recommendations to the council's Executive.
  • Make recommendations for the matter to be considered at a meeting of the full council.

4. Any other items that the Chairman decides are urgent by reason of special circumstances that must be specified.

MINUTES

PRESENT: – Councillor Robinson in the chair.

Councillors Collinson, Glover, Mumby-Croft and Wilson.

Councillor Clark attended the meeting in accordance with Procedure Rule 1.37(b).

Councillor Poole was in attendance as the Chairman of the Petition Panel Hearing held on 11 January 2019.

The panel met at Church Square House, Scunthorpe.

103 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) - There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests.

No whip was declared.

104 REVIEW OF THE STEPS THAT THE COUNCIL HAS TAKEN IN RESPONSE TO A PETITION – Implementation of a 7.5 tonne environmental weight limit through the village of Ulceby (A1077 and B1211) – The Chairman welcomed everyone to the special meeting, which had been convened in accordance with Procedure Rule D1.35 (i) of the council's constitution 'What can I do if I feel my petition had not been dealt with properly?'. Representatives of the petition organisers (including the lead petitioner) were in attendance, as well as the Chairman of the Petition Panel (that heard the original petition) and the Director: Operations. Highways Officers were also in attendance.

The Chairman outlined the procedure that was to be followed at the meeting, and reminded the Scrutiny Panel that the options available to it (in accordance with the council's constitution) when reviewing a petition process were:

  • To take no further action.
  • Instigate an investigation into the petition process,
  • Make recommendations to the council's Executive.
  • Make recommendations for the matter to be considered at a meeting of the full council.

The lead petitioner and two signatories, as well as the Chairman of the Petition Panel and the Director: Operations addressed the Scrutiny Panel and responded to questions.

Following the summary of the case, the Scrutiny Panel unanimously agreed –

Resolved - That no further action be taken in relation to this matter.
