MINUTES

PRESENT:- Councillor Mumby-Croft in the Chair.

Councillors Glover, C Sherwood, O'Sullivan, and Wilson.

Councillors Collinson, T Foster and Mrs P Whittaker (Parent Governor) attended the meeting in accordance with Procedure Rule 1.37(b).

The panel met at the Civic Centre, Ashby Road, Scunthorpe.

474 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) - Cllr O'Sullivan declared a personal interest on item 476 (below) as Lead Governor at Rotherham, Doncaster and South Humber NHS Foundation Trust.

No whip was declared.

475 PUBLIC REQUESTS TO SPEAK- There were no requests received.

476 SUPPORT FOR THOSE WITH CO-EXISTING MENTAL HEALTH AND SUBSTANCE MISUSE ISSUES (DUAL DIAGNOSIS) – The Chairman welcomed Susan Twemlow, Paul Cowling and Stuart Minto, North Lincolnshire Council, and Julie Napolitano and Vicky Clare, Rotherham, Doncaster and South Humber NHS Foundation Trust, to the meeting. The Chairman explained that the representatives had been invited to discuss progress arising from the panel's previous report and recommendations on the subject. Susan delivered a presentation on actions completed in recent months, outlining how the recommendations had been delivered on behalf of residents.

Following the above presentation, there was a wider discussion on harm minimisation for those with substance misuse issues. Members asked relevant questions throughout, including on issues such as training, co-ordination with the children and young people specialist service, referral pathways and interventions.

Sally Czabaniuk and Yvonne Lowe, North Lincolnshire CCG, joined the meeting. Julie Napolitano gave an update on accessibility of community mental health services. It was envisaged that some services would be delivered from the Ironstone Centre in central Scunthorpe in order to improve accessibility and reduce stigma. Members asked questions about communication, the number of patients and service provision.

Resolved - (a) That Susan Twemlow, Julie Napolitano, Paul Cowling, Stuart Minto, Sally Czabaniuk and Yvonne Lowe be thanked for their attendance and for providing answers to members' questions, and (b) that the situation be noted.

477 (1) SEXUAL HEALTH AND WELLBEING - The Chairman invited Susan Twemlow to discuss the draft action plan in response to the panel's previous work on the subject. Susan delivered a presentation, outlining actions taken in response to the panel's recommendations. Members asked relevant questions throughout.

Resolved - (a) That Susan Twemlow be thanked for her presentation and for answering members' questions, and (b) that the draft action plan be welcomed.
