MINUTES

PRESENT: – Councillor T Foster in the Chair.

Councillors Collinson (Vice-Chair), Evison, Godfrey, and Mumby-Croft.

Statutory Co-opted Members: Mr W Egan and Mr G Marsden (Church Representatives) and Mr S Milner and Mrs P Whittaker (Parent Governor Representatives).

The panel met at the Civic Centre, Scunthorpe.

442 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS, AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) - Cllr Collinson declared a personal interest on item 4 on the agenda (Cabinet Member and Service Area Priorities - minute 445 refers) as he had a relative who worked in children's services. Mrs Whittaker also declared personal interests on this item as she had a relative who worked for North Lincolnshire Council as was also a foster carer.

No whip was declared.

443 MINUTES - Resolved - That the minutes of the proceedings of this panel held on 23 January 2018, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

444 PUBLIC REQUESTS TO SPEAK- There were no requests received.

445 CABINET MEMBER AND SERVICE AREA PRIORITIES The Chairman welcomed Councillor Reed, the council's Cabinet Member for Adults and Health, and Councillor Rose, the Cabinet Member for Children, Families and Learning, to the meeting. Councillors Reed and Rose had been invited to the panel meeting to update members on any key decisions, important business or key developments, which had occurred, were ongoing, or were planned for the future. Both members held a wide-ranging discussion about relevant issues within their portfolios, including delayed discharge, community support, public health issues, school improvements, adoption and fostering, and early help. Panel members asked a range of relevant questions throughout, with the Cabinet Members responding.

Resolved - That the Cabinet Member for Adults and Health and the Cabinet Member for Children, Families and Learning be thanked for their attendance, presentations and for answering members' questions.

446 ADDED ITEM - The Director: Governance and Partnerships informed the panel that there was one outstanding added item request on the Annual Adult Services Complaints report. This item was scheduled to be discussed at the panel's following meeting on 6 March 2018.

Resolved - That the position be noted.
