447 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS, AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) - Mrs Whittaker and Mr Milner declared a personal interest on item 4 on the agenda (Ensuring Children, Young People and Families Receive the Right Support – minute 450 refers) as they were foster carers.

No whip was declared.

448 PUBLIC REQUESTS TO SPEAK- There were no requests received.

449 ADDED ITEM - ADULT SOCIAL CARE ANNUAL REPRESENTATIONS AND COMPLAINTS REPORT 2016/17 The Chairman explained that, following a request from a member of one of the council's scrutiny panels and in line with the council's Constitution, the Director: Adults and Community Wellbeing had been invited to discuss the Adult Social Care Annual Representations and Complaints Report 2016/17. The Director gave an overview of the content of the report and there was some discussion about the content. The Director highlighted that the number of complaints was relatively small and that the council always attempted to resolve issues informally prior to a complaint being submitted.

Resolved - That the position be noted.

450 HELPING CHILDREN AND FAMILIES THRESHOLD DOCUMENT 2016/20 – The Chairman welcomed Mick Gibbs, Director: Children and Community Resilience, to the meeting. The Chairman explained that Mick had been invited to attend the meeting to provide an overview of the Local Safeguarding Children Board's (LSCB) 'Threshold Document' which sets out the local approach to ensuring that children, young people and families receive appropriate, timely and relevant support, where required.

Mick gave a detailed presentation on the Threshold Document, describing how it guided the LSCB, the council, and other partners in their roles in supporting people. Mick discussed various issues including referral pathways, balancing formal thresholds with individual stories, joint working, triggers, and safeguarding arrangements. Throughout the discussion, members asked relevant questions.

Following the discussion, members considered their next steps.

Resolved - (a) That the Director: Children and Community Resilience be thanked for his attendance, presentations and for answering members' questions; (b) that the information provided be noted, and (c) that the panel conduct further work at a future meeting to discuss the Terms of Reference, scope and timetable for a scrutiny review into the use of the Threshold Document and related issues.
