476 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS, AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) - Mrs Whittaker declared a personal interest as a foster carer. Cllr Collinson declared a personal interest as he had relatives who worked in the Disability Team.
No whip was declared.
477 PUBLIC REQUESTS TO SPEAK - There were no requests received.
478 (2) ITEM REQUESTED FOR CALL-IN IN ACCORDANCE WITH PARAGRAPH 22 OF PART D RULE 5 (OVERVIEW AND SCRUTINY PROCEDURE RULES) OF THE COUNCIL'S CONSTITUTION - Minute 13 of the Children, Families, Learning and Leisure Cabinet Member meeting held on 16 November 2018 - Care Leavers Council Tax Support.
The Chairman welcomed everyone to the meeting, and invited a nominee of the members who had requested the call-in to speak on the above decision and question the Cabinet Members. Members outlined areas of concern as reasons for seeking a review of the above decision. Namely -
“We regard the upper age of 22 is too low for council tax support. We believe that the upper age should be 25 in line with our Corporate Parent responsibilities.”
Following a discussion on the above issues, the Children, Families, Learning and Leisure Cabinet Member was invited to respond to the concerns and reasons for the decision being called in, and be held to account for the decision taken.
It was then -
Moved by Councillor Evison and seconded by Councillor Mumby-Croft -
That no further action be taken, and the Care Leavers Council Tax Support decision of the Children, Families, Learning and Leisure Cabinet Member (minute 13 refers) be implemented with immediate effect.

Moved by Councillor Collinson and seconded by Councillor Godfrey as an amendment -
That the decision be referred back to the decision-taker for reconsideration within five working days
