PRESENT: – Councillor T Foster in the Chair.

Councillors Collinson, Godfrey, Evison, and Wells.

Statutory Co-opted Member: Mr W Egan, Mr G Marsden (Church Representatives), Mrs Whittaker (Parent Governor Representative)

The panel met at the Civic Centre, Scunthorpe.

479 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS, AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) - Mrs Whittaker declared a personal interest as a foster carer. Cllr Collinson declared a personal interest as he had relatives who worked in the Disability Team.

No whip was declared.

481 LOCAL SAFEGUARDING ADULTS BOARD ANNUAL REPORT 2017/18

The Chairman welcomed Moira Wilson, Independent Chair of the Local Safeguarding Adults Board (LSAB), to the meeting. The Chairman explained that Moira had been invited to present the LSAB's Annual Report, in accordance with statutory requirements.

Moira gave a detailed presentation on the LSAB's Annual Report 2017/18 and the Board's achievements throughout the year. Moira explained that the board had made good progress on its priorities throughout the year, with excellent examples of keeping adults safe at home and safe in care and health settings, raising awareness, and leading multi-agency safeguarding effectively.

The Chairman then led a discussion of relevant topics, with the scrutiny panel discussing and asking questions about issues such as preventing fraud and scams, regional networking, training for council staff and other partners, communications, and governance arrangements. Moira contributed throughout and answered all of the members' questions.

Moira explained the developing arrangements to ensure robust safeguarding is embedded across north Lincolnshire.

Resolved - (a) That Moira Wilson be thanked for their attendance, presentation, and for answering members' questions, and (b) that the information provided and the report's submission be noted.
