395 MINUTES - Resolved - That the minutes of the proceedings of this panel held on 18 June 2014, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

396 PUBLIC REQUESTS TO SPEAK - There were no requests received.

397 (5) ADDED ITEM - ENFORCEMENT OF HIGHWAYS RESTRICTIONS FOR VISITORS ATTENDING ATTRACTIONS AND EVENTS IN NORTH LINCOLNSHIRE - The Chairman invited Councillor T Foster to introduce his added item and explain the rationale behind the request. Councillor T Foster explained that when finalising the arrangements for the recent Messingham Horse and Foal show, Humberside Police informed the show committee that they would no longer be deploying the restricted parking cones along Holme Lane. This was of real concern to the show committee, as were visitors to park along Holme Lane, it would make the access and egress from the show almost impossible. Humberside Police did, as a one off, deploy the cones, which was very much appreciated. However, they did claim that the council was aware of this change in policy.

The Chairman invited the Director of Places, Assistant Director Community Services and Team Manager, Highway Policy to respond to the points raised by Councillor T Foster.

Following the Director and Officer comments, the Chairman invited panel members to discuss the issue of enforcement of highways restrictions for visitors attending attractions and events in North Lincolnshire.

Resolved - (a) That the position be noted; (b) that the enforcement of highways restrictions for visitors attending attractions and events in North Lincolnshire be referred to the council's Events Management Group for consideration, with the findings reported back to this scrutiny panel, and (c) that the Director of Places, Assistant Director Community Services and Team Manager, Highway Policy be thanked for their attendance and contribution at the meeting.

398 THE PROMOTION OF TOURISM IN NORTH LINCOLNSHIRE- Further to Minute 370, the Chairman welcomed the Director of Places and the Principal Tourism Services Officer to the meeting, namely Peter Williams and Margaret Price respectively. The Director and Principal Tourism Services Officer had been invited to the meeting to contribute towards the panel's review into 'the promotion of tourism in North Lincolnshire'.

Resolved - (a) That the position be noted, and (b) that the Director of Places and the Principal Tourism Services Officer be thanked for their attendance, oral update and for answering members' questions.
