PRESENT: Councillor Evison in the chair.

Councillors Davison (Vice-Chair), England, T Foster and Oldfield.

Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at Normanby Hall Country Park, Normanby.

421 MR ALLAN SMITH – The Chairman invited all in attendance to stand and observe a minute silence, following the announcement of the recent death of Mr Allan Smith. Mr Smith was a long serving councillor for Glanford Borough Council, Humberside County Council, and for North Lincolnshire Council at its inception in 1996 until 2011. Mr Smith was also a former Corporate Scrutiny Panel Chairman.

422 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) - There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests.

No whip was declared.

423 MINUTES - Resolved - That the minutes of the proceedings of this panel held on 1 October 2014, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

424 PUBLIC REQUESTS TO SPEAK - There were no requests received.

425 NORMANBY HALL COUNTRY PARK - The Chairman welcomed all panel members to Normanby Hall Country Park. Councillor Briggs, Cabinet Member for Asset Management, Culture and Housing had invited members to visit Normanby Park to explore in more detail his Cabinet Member portfolio.

Members were shown around the grounds of the Park aboard the land train, before receiving a guided tour of Normanby Hall itself, including its exhibitions.

To conclude, members received a presentation from Tom Coburn and Faye Colver, the council's Head of Sport, Leisure and Culture and Visitor Services Manager respectively on the recent developments at the park and the council's future plans for the facility.

The Chairman then facilitated a discussion between panel members and the council's Head of Sport, Leisure and Culture and Visitor Services Manager.

Resolved - (a) That the presentation be noted and received with thanks, and (b) that the Director of Places thank, on behalf of the panel, those employees who showed members round the park and guided them around the exhibition.

426 CABINET MEMBER AND SERVICE AREA PRIORITIES - The Chairman welcomed Councillor Briggs to the meeting, the council's Cabinet Member for Asset Management, Culture and Housing. Councillor Briggs had been invited to the panel meeting to update members on any key decisions, important business or key developments, which had occurred during the last quarter.

Following on from the presentation received previously, the Cabinet Member engaged panel members in a discussion on how the council could maximise the potential of Normanby Hall and Country Park.

Resolved - (a) That the Cabinet Member for Asset Management, Culture and Housing be thanked for his attendance, presentation and for answering members' questions, and (b) that the 13 January 2015 meeting be held at the 20-21 Visual Arts Centre.
