Councillor Ellerby attended the meeting in accordance with Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

478 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) - There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests –

No whip was declared.

479 MINUTES - Resolved - That the minutes of the proceedings of this panel held on 2 July 2015, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

480 PUBLIC REQUESTS TO SPEAK - There were no requests received.

481 WORK PROGRAMME 2015/16 – Members discussed their future work programme and priorities for the 2015/16 municipal year.

Resolved - That the issues of community Policing, child sexual exploitation and flooding be included on the panel's work programme for 2015/16.

482 CABINET MEMBER AND SERVICE AREA PRIORITIES - The Chairman welcomed Councillor Redfern to the meeting, the council's Cabinet Member for Regeneration and Devolution. Councillor Redfern had been invited to the panel meeting to update members on any key decisions, important business or key developments, which had occurred during the last quarter.

Resolved - That the Cabinet Member for Regeneration and Devolution be thanked for her attendance, presentation and for answering members' questions.

483 ADDED ITEM - NORTH LINCOLNSHIRE COUNCIL POLICY FOR PROTECTING TREES VIA TREE PRESERVATION ORDERS - The Chairman invited Councillor Ellerby to introduce the added item and explain the reasons behind its inclusion on the agenda.
The Chairman then invited the council's Principal Planner (Environment) to respond to the comments made by Councillor Ellerby, before facilitating a discussion between the panel on North Lincolnshire Council's policy for protecting trees via Tree Preservation Orders.

Resolved - That Councillor Ellerby and the council's Principal Planner (Environment) be thanked for their attendance, presentation and for answering members' questions
