Councillors Briggs, Collinson, L Foster, Mumby-Croft, Poole, C Sherwood and Waltham attended the meeting in accordance with Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

496 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) - There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests –

No whip was declared.

497 MINUTES - Resolved - That the minutes of the proceedings of this panel held on 11 November 2015, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

498 PUBLIC REQUESTS TO SPEAK - There were no requests received.

499 CABINET MEMBER AND SERVICE AREA PRIORITIES - The Chairman welcomed Councillor Poole to the meeting, the council's Cabinet Member for Neighbourhoods. Councillor Poole had been invited to the panel meeting to update members on any key decisions, important business or key developments, which had occurred during the last quarter.

Resolved - That the Cabinet Member for Neighbourhoods be thanked for his attendance, presentation and for answering members' questions.

500 POLICE AND CRIME IN NORTH LINCOLNSHIRE - The Chairman welcomed Matthew Grove, Police and Crime Commissioner for Humberside and Lee Freeman, Assistant Chief Constable (ACC) at Humberside Police to the meeting. Mr Grove and ACC Freeman had been invited to the meeting to discuss with members policing in North Lincolnshire, as well as the recent Her Majesty's Inspectorate of Constabulary (HMIC) efficiency inspection report as part of the PEEL (Police Effectiveness, Efficiency and Legitimacy) programme.

The Chairman invited Mr Grove and ACC Freeman to comment on policing in North Lincolnshire, how the restructure of Humberside Police had impacted on the area and what the PEEL judgement meant for the residents of North Lincolnshire.

Following the verbal presentation, the Chairman facilitated a discussion between Mr Grove, ACC Freeman and panel members and other members of the council

Resolved - That the Police and Crime Commissioner for Humberside and Assistant Chief Constable Freeman of Humberside Police be thanked for their attendance, verbal presentation and for answering members questions.
