Councillor O'Sullivan attended the meeting in accordance with Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

523 MINUTES - Resolved - That the minutes of the proceedings of this panel held on 2 March 2016, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

524 PUBLIC REQUESTS TO SPEAK - There were no requests received.

525 CABINET MEMBER AND SERVICE AREA PRIORITIES - The Chairman welcomed Councillor C Sherwood to the meeting, the council's Cabinet Member for Customer Services, Sport and Leisure. Councillor Sherwood had been invited to the panel meeting to update members on any key decisions, important business or key developments, which had occurred during the last quarter.

Resolved - That the Cabinet Member for Customer Services, Sport and Leisure be thanked for his attendance, presentation and for answering members' questions.

526 (8) FEMALE GENITAL MUTILATION - The Chairman welcomed Tom Hewis (the council's Principal Social Worker - Safeguarding Practice) and Edwina Harrison (Independent Chair of the North Lincolnshire Local Safeguarding Children's Board) to the meeting. Mr Hewis and Ms Harrison had been invited to the meeting to discuss with members Female Genital Mutilation (FGM).

Mr Hewis and Ms Harrison provided a broad overview of the current arrangements in place in North Lincolnshire to train, educate, inform and support victims and families from FGM.

The Chairman then facilitated a discussion between Panel members and Mr Hewis and Ms Harrison.

Resolved - (a) That the council's Principal Social Worker - Safeguarding Practice and the Independent Chair of the North Lincolnshire Local Safeguarding Children's Board be thanked for their attendance, presentation and for answering members' questions, and (b) that the Panel commence a scrutiny review into Female Genital Mutilation.
