3.1 To take the minutes of the special meeting of the panel held on 11 June 2019 and as a correct record and authorise the chairman to sign.
3.2 Minute 10 of the meeting held on 24 July 2019 - With reference to Minute 2685 of council held on 24 September 2019 - Resolved - That the minute be received with an instruction to refer back for further consideration of the matter by the Panel

5 Crime and Disorder in North Lincolnshire following Scunthorpe Custody Suite relocation

5.1 Discussion and questions with the Director: Children and Community Resilience on the impact on crime and disorder in North Lincolnshire following the closure of Scunthorpe Custody Suite.
5.2 Consideration of Humberside Police response to the Panel's request for background information.
5.3 Identification of other crime and disorder partners or organisations within North Lincolnshire that the Panel may wish to consult, to include taking feedback from the Neighbourhood Action Teams.
5.4 Arrangements for a Panel site visit to the new South Bank Custody Suite.
5.5 Future meeting dates.

MINUTES

PRESENT: – Councillor Mitchell in the chair.

Councillors Collinson (Vice-Chair) and Armiger.

The panel met at the Church Square House, Scunthorpe.

13 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) - There were no declarations of disclosable pecuniary interests, or personal or personal and prejudicial interests.

No whip was declared.

14 MINUTES - Resolved - (a) That the minutes of the proceedings of this panel held on 11 June 2019, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman, (b) that minute 10 of the meeting held on 24 July 2019 be amended to read 'that the panel's work programme for the municipal year 2019-20 shall include -

  • Crime and Disorder resilience in North Lincolnshire following implementation of Humberside Police South Bank Custody suite.
  • Environmental despoilment - litter, fly tipping and dog fouling including role of community groups and charity sector.
  • Neighbourhood Plans - support to town and parish councils.
  • Climate Change Adaptation - 'the process of building resilience and preparing households, businesses, infrastructure, public services and vulnerable parts of society to cope with the impacts of climate change, and to take advantage of any new opportunities that result.'
  • Start-ups and enterprise - support to business start-ups, particular focus on youth enterprise.
  • Road Safety Partnership - effectiveness of Safer Roads Humber in North Lincolnshire.

and (c) that following the aforementioned amendment, the remaining minutes from 24 July 2019 meeting be taken as read and correctly recorded and signed by the chairman.

15 PUBLIC REQUESTS TO SPEAK - There were no requests received.

CRIME RESILIENCE IN NORTH LINCOLNSHIRE FOLLOWING THE CLOSURE OF SCUNTHORPE CUSTODY SUITE - The Chairman welcomed Mick Gibbs and Paul Cowling to the meeting, the council's Director: Children and Community Resilience and Service Manager respectively. Mr Gibbs and Mr Cowling had been invited to discuss the impact on crime and disorder in North Lincolnshire following the closure of Scunthorpe Custody Suite.

Following the Director's verbal presentation, the Chairman facilitated a discussion between the Scrutiny Panel and Mr Gibbs and Mr Cowling.

16 Resolved - (a) That Mr Gibbs and Mr Cowling be thanked for their attendance, verbal presentation and for answering members questions; (b) that the information presented be noted, and (c) that the Principal Officer - Safer Neighbourhoods be invited to a future meeting.

The Scrutiny Panel then proceeded to discuss an exchange of correspondence between the Scrutiny Panel and Humberside Police.

17 Resolved - (a) That the communication be noted, and (b) that the Director: Governance and Partnerships liaise with Humberside Police with regard to obtaining the documentation requested by the Scrutiny Panel.

The Scrutiny Panel discussed the crime and disorder partners and organisations within North Lincolnshire that they wished to consult as part of the review, as well as consultation with all Neighbourhood Action Teams.

18 Resolved - That the Director: Governance and Partnerships write to all Neighbourhood Action Teams, inviting them to contribute to the review.

The Chairman informed the scrutiny panel that Humberside Police had provided a number of dates that members could attend the new South Humber Custody Suite. Consequently, the Chairman facilitated a discussion amongst the members on the most convenient date.

19 Resolved - That the site visit to Humberside Police South Humber Custody Suite be held on 14 November 2019.

To expedite the review, the Chairman suggested that the Scrutiny Panel try to meet as often as possible, with meetings held every three weeks.

20 Resolved - That the Director: Governance and Partnerships schedule panel meetings on a three-weekly basis.
