PRESENT:-   Councillor T Foster in the Chair.

Councillors Yeadon (Vice-Chair), Armiger, Clark, Mitchell, and Robinson.

Statutory Co-opted Members: P Whittaker (Parent Governor Representative).

The panel met via MS Teams.

29      DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) - Cllr Clark declared a personal interest as his daughter worked in North Lincolnshire Council’s Children’s Services Team.

No whip was declared.

30      PUBLIC REQUESTS TO SPEAK - There were no requests received.

31      ANNUAL REVIEW OF LOCAL ARRANGEMENTS TO SAFEGUARD AND PROMOTE THE WELFARE OF CHILDREN AND YOUNG PEOPLE 2018/19 - The Chairman welcomed Mick Gibbs, Director: Children and Community Resilience, Nikki Allcock, Lead Officer - Children’s Multi-Agency Resilience and Safeguarding (MARS), Chief Superintendent Darren Wildbore, Humberside Police, and Sarah Glossop, Designated Nurse and Head of Safeguarding, North Lincolnshire CCG, to the meeting.

The Chairman confirmed that the panel had invited the most senior safeguarding representatives from the council, police and CCG to attend the meeting in order to discuss local safeguarding arrangements and to give members assurance that all necessary mechanisms were in place to protect local children and young people.

Each of the Leads contributed to a presentation of the 2018/19 report and of the safeguarding arrangements within North Lincolnshire.  A number of projects and schemes were described, along with local performance and governance arrangements.

The Chairman led a discussion on relevant issues, with members asking questions about the impact of Covid-19 on safeguarding, the involvement of representatives from education settings, the role of smaller or private educational establishments, and training for community facilities.  The witnesses responded appropriately throughout.

Resolved - (a) That Mick Gibbs, Nikki Allcock, Chief Supt Wildbore, and Sarah Glossop be thanked for their attendance and for answering members’ questions; (b) that the 2019/20 report be presented to a future meeting of the panel when agreed, and (c) that the situation be noted.
