3      PROCUREMENT OF CONTRACT FOR TREATMENT/PROCESSING OF RECYCLABLE MATERIALS – The Deputy Chief Executive and Executive Director: Commercial submitted a report seeking approval to launch a tender and award a contract in accordance with the procurement plan for the treatment and processing of recyclable materials, as the existing contract expired in March 2021.

 

Under the Environmental Protection Act 1990 the council was defined as both a Waste Collection Authority and Waste Disposal Authority.

 

In October 2019, the Cabinet Member approved the transfer of the Municipal Waste Recycling Services operation in house with effect from April 2020 (minute 1 refers). This change saw recyclable box collections carried out by the council and consequently a responsibility to deal with the resultant recyclable materials collected via box collections, burgundy wheeled bins and bring banks. 

 

In recognition of the time constraints associated with bringing this service in house, a one year emergency direct award contract was put in place to deal with the collected recyclables.  This one year contract without the option to extend enabled service continuity. At the same time, the council were able to build understanding of the operational service requirements and recyclable markets, prior to entering any longer term contracting arrangement.  The current emergency contract was a brokerage arrangement with all materials streams going via a single contractor.

 

In December 2018, the Government published the Resources and Waste Strategy, which proposed significant changes to waste collections nationally, waste minimisation and the promotion of resource efficiency. Further clarity on the impact of the new strategy was awaited and this had been considered during planning for this procurement to enable future service flexibility.

 

The report set out proposals for the new service, along with financial implications.

 

Resolved – (a) That the procurement plan, set out in Option 2 at paragraphs 4.2 to 4.8 of the report, be approved, and (b) that the decision to award the contract be delegated to the Deputy Chief Executive and Executive Director: Commercial.
