Mayor's Remarks

Minutes:

The Mayor welcomed everyone to the meeting especially new members elected at the recent local by-elections in May. He informed the Council of the recent sad death of former North Lincolnshire councillor Arthur Bunyan and paid tribute to his years of dedicated public service and on behalf of all councillors, expressed their thoughts for his family at this sad time. He also referred to the difficult experiences and personal losses of many individuals throughout the communities of North Lincolnshire during the current Covid19 pandemic. The council then observed a minute's silence in memory of former North Lincolnshire councillor Arthur Bunyan and for those North Lincolnshire residents who had tragically lost their lives to Covid19.
 

The mayor then outlined some of the highlights of his first busy year in office which included over 300 events and then because of the pandemic a further unique second year when a much smaller number of events were held remotely. He said that it had been a great honour and privilege to represent North Lincolnshire as Mayor and had met many fantastic residents of North Lincolnshire during his year. He also thanked all those who had supported him throughout his year especially his wife and family, his chauffeur, his chaplain, his charity organisers, all officers of the council – especially mayoral services and also to the Mayor’s Cadets Tom Jackson-Sea Cadets (2019/20) and Adam Gouldthorpe-Sea Cadets (2020/21). Finally, he reported that approximately £36,842 had been raised for his charities as part of his appeal fund and expressed his best wishes to the newly elected mayor and deputy mayor for 2021/22.

Election of Mayor

Minutes:

Following the opening remarks made by Councillor Evison the council proceeded to elect a Mayor for the council year 2021/22 -

 

Moved by Councillor R Hannigan and seconded by Councillor D Wells -

 

That Councillor Peter Clark be elected Mayor of North Lincolnshire Council for the ensuing year until his successor becomes entitled to act as Mayor.

 

Motion Carried

 

At this point Councillor Clark took the chair.

 

Councillor Clark then expressed his thanks to the council for his election, announced his mayoress, his chaplain, his charities as part of his appeal fund, his Mayor’s cadet and spoke of his hopes for his year in office.

Vote of thanks to retiring Mayor

Minutes:

That the council expresses to Councillor Jonathan Evison its sincere thanks for the most able way in which he has carried out the duties of Mayor of North Lincolnshire Council over the past two years.

Appointment of Deputy Mayor

Minutes:

The council then proceeded to the appointment of a Deputy Mayor -

That Councillor John Briggs be appointed Deputy Mayor of North Lincolnshire Council for the ensuing year.

Local Government and Housing Act 1989 - Political Balance of the Council pdf icon PDF 48 KB

Minutes:

The Director: Governance and Partnerships submitted a report which in accordance with section 15 of the Local Government and Housing Act 1989 reviewed the political balance of the council and the allocation of seats on its ordinary committees following the local by-elections held on 6 May 2021. The political balance of the council following the local by-elections was now Conservative- 28, Labour-14 and Independent- 1. An appendix to the report set out the proposed allocation of seats to  council committees applying the new political balance.

 

Moved by Councillor R Waltham MBE and seconded by Councillor R Hannigan -

 

That following a review of the political balance of its committees in accordance with the principles of section 15 of the Local Government and Housing Act 1989, the proposed allocation of seats available to political groups/members on the size of committees/panels appointed as set out in Appendix A of the report, be approved.

Minutes:

The Director: Governance and Partnerships submitted a proposed timetable of meetings for 2021/2022.

(a) That the timetable of meetings for 2021/20222 attached as Appendix B to the Working Papers be approved and adopted, and (b) that meetings of Scrutiny Panels be scheduled and agreed by each Panel in accordance with D1.33 of the council’s Constitution.

Chief Executive - Denise Hyde

Minutes:

The Leader of the Council, Councillor R Waltham MBE reported orally that Denise Hyde, Chief Executive had announced recently her retirement from the council. Denise had been Chief Executive of North Lincolnshire Council from November 2016 and would be retiring on a future date to be arranged, but this was likely to be her last meeting of the council.   

 

Councillor Waltham MBE on behalf of the Conservative Group paid tribute to Denise and sincerely thanked her for her dedication, professionalism, leadership, management and hard work over the years, and wished her well for the future.

 

Councillor L Foster on behalf of the Labour Group, referred to Councillor Waltham’s comments and also sincerely thanked Denise for her dedication, professionalism, leadership, management and hard work over the years, and wished her well for the future

 

Denise Hyde, Chief Executive responded thanking Councillors Waltham and L Foster, for their kind words. She referred to her career with North Lincolnshire Council over the past 25 years and stated it had been a privilege to serve as the council’s Chief Executive. She thanked the North Lincolnshire team for their hard work towards wanting to and delivering the very best for all residents. She also thanked her senior leadership team and all members past and present for their support over the years and especially making a significant, positive difference to all communities. Finally, she stated that she would miss being part of the North Lincolnshire family and wished everyone the very best for the future.

 

Resolved Unanimously – That this Council formally records it sincere thanks to Denise Hyde, Chief Executive, for her dedication, professionalism, leadership, management and hard work over the years, and wishes her well for the future.
