Welcome and Introductions

Minutes:

The Chairman welcomed everyone to the meeting of the Humberside Police and Crime Panel and invited all attendees to introduce themselves and identify their role at the meeting or the organisation they were representing.

Apologies for Absence

Minutes:

Resolved– That it be noted that apologies had been received from Councillor Herrera-Richmond (Hull City Council), Councillor Goodwin (North East Lincolnshire Council) and Councillors Davison and Hannigan (North Lincolnshire Council).

Substitutions

Minutes:

Resolved– That it be noted that Councillor Mitchell was substituting for Councillor Davison and Councillor Sherwood was substituting for Councillor Hannigan.

Declarations of Disclosable Pecuniary Interests and Personal or Personal and Prejudicial interests (such declarations are to be made in accordance with the members' respective council's Code of Conduct).

Resolved - That the minutes of the meeting of the Police and Crime Panel held on 3 February 2022, having been printed and circulated amongst the members, be taken as read and correctly recorded.

Humberside Police and Crime Commissioner - Update

Minutes:

The Chairman welcomed Jonathan Evison, Humberside Police and Crime Commissioner (PCC) to the meeting.  The Chairman confirmed that Mr Evison had been invited to provide an update to the Panel on any matters of interest, and to respond to any questions about their role.

 

The Police and Crime Commissioner informed the Panel of the following –

 

Ø  Humberside Police being awarded the UK Police Service of the Year at the Public Sector Transformation Awards

Ø  Successful applications for funding submitted by the Office of the Police and Crime Commissioner

Ø  Dr Jessica Taylor’s draft report on violence against women and girls

Ø  Operation Yellowfin developments

Ø  Humberside Police vehicle fleet

Ø  Safer Roads Humber

Ø  Community Speedwatch

Ø  Current number of Police Officers and Police Support Staff

Ø  Outreach and Commissioning services

 

Following the Commissioner’s verbal presentation, the Chairman facilitated a discussion between the Panel Members and Mr Evison.

 

Resolved – (a) That the contents of the verbal presentation be noted, and (b) that Mr Evison be thanked for his verbal update and for responding to members’ questions.

Office of the Police and Crime Commissioner for Humberside Delivery Plan 2022-23 pdf icon PDF 9 MB

Minutes:

The Chairman invited the Police and Crime Commissioner to introduce and comment on the Humberside Office of the Police and Crime Commissioner Delivery Plan for 2022-23.

 

The Panel heard that the Delivery Plan was the annual summary document for how the Office of the Police and Crime Commissioner team work effectively towards achieving the aims of the Police and Crime Plan.

 

Mr Evison guided the Panel through the document.

 

Upon completion of the Commissioners verbal presentation, the Chairman facilitated a discussion amongst Mr Evison and the Panel.

 

Resolved – That the Office of the Police and Crime Commissioner for Humberside Delivery Plan for 2022-23 adopted and implemented.

Accountability Board Activity Schedule - January 2022 pdf icon PDF 260 KB

Minutes:

The Police and Crime Commissioner circulated the Accountability Board Activity Schedule for the meeting held in January 2022.  The Accountability Board was a partnership meeting held between members of Humberside Police Senior Leadership Team, the Police and Crime Commissioner and his Chief Officers.

 

Resolved – That the Accountability Board Activity Schedule for January 2022 be received with thanks.

Police and Crime Commissioner Group Finance Summary - January 2022 pdf icon PDF 608 KB

Minutes:

The Chairman invited the Police and Crime Commissioner and Chief Finance Officer at the Office of the Police and Crime Commissioner to update the Panel on the Force budget.  Mr Evison and Mr Wilson gave a comprehensive verbal presentation on the Force budget.

 

The Chairman then facilitated a discussion between the Panel Members and Mr Evison and Mr Wilson.

 

Resolved – That the Police and Crime Commissioner Group Finance Summary for the period ending January 2022 be received with thanks.

Police and Crime Commissioners - Home Office Review pdf icon PDF 305 KB

Minutes:

The Secretary to the Panel informed members of the key outcomes within Part Two of the Home Office’s Review of Police and Crime Commissioners, including its recommendations.

 

Resolved – That the report be noted.

Complaints Report pdf icon PDF 247 KB

Minutes:

The Secretary to the Police and Crime Panel circulated a report which provided the Panel with an update on complaints made against the Humberside Police and Crime Commissioner during the period 1 January 2022 to 28 March 2022.

 

As part of the complaints procedure it was agreed that the Police and Crime Panel would receive quarterly monitoring reports, at their formal meetings, on the number of complaints received.

 

During the period 1 January 2022 to 28 March 2022, there had been one complaint submitted against the Police and Crime Commissioner for Humberside.

 

Resolved – That the report be noted.

444.

Any other items that the Chairman decides are urgent by reason of special circumstances that must be specified.

Minutes:

The Chairman informed the meeting that Councillor Chaytor, the former Vice-Chair and longstanding member of the Panel would be relinquishing his position following the local government elections on 5 May 2022.

 

Councillor Chaytor thanked the Panel for their support and co-operation and for the non-partisan way that the members had worked to hold the Police and Crime Commissioner to account.

 

The Chairman acknowledged and thanked Councillor Chaytor for his significant contribution towards the Panel over a number of years and wished him well in his future endeavours.
