Review of Management Arrangements for Entertainment Venues owned by North Lincolnshire Council

Minutes:

3        REVIEW OF MANAGEMENT ARRANGEMENTS FOR ENTERTAINMENT VENUES OWNED BY NORTH LINCOLNSHIRE COUNCIL - The Director: Learning Skills and Culture submitted an urgent report reviewing management arrangements for entertainment venues owned by North Lincolnshire Council.

The Director in his report explained that the council had signalled a long-term and progressive strategy for transformation within Scunthorpe through its Town Investment Plan. With the successful drawing down of the Government’s Towns Fund investment, the conditions exist to begin to realise the vision set out in the Town Investment Plan, including the commitment for developing the cultural, arts and heritage offer within the town.

The Baths Hall and Plowright Theatres were owned by North Lincolnshire Council and as  complementary venues, these facilities were important for providing residents with a wide range of cultural opportunities, for raising aspirations, broadening horizons and enabling a community driven cultural offer. The council was keen to maximise the asset value of these venues, supporting the council plan priority for ‘enabling resilient and flourishing communities’.

The report reviewed current management arrangements and provided options and direction for future venue management, which included consideration of contractual, financial and business/market analysis.

An urgent decision was required to comply with the required period of notice to be given in accordance with the provisions of the contract as set out in paragraph 2.4 of the report.

Resolved – That Option 1 as set out in the Director’s report be approved.
