Minute 6 of the Environment and Strategic Planning Cabinet Member meeting held on 6 April 2021 – North Lincolnshire Local Development Scheme Revised February 2021

Minutes:

Minute 6 of the Environment and Spatial Planning Cabinet Member meeting held on 6 April 2021 – North Lincolnshire Local Development Scheme Revised February 2021 - The Chairman welcomed everyone to the meeting and invited a nominee of the members who had requested the call-in to speak on the above decision and question the Cabinet Member.  The nominee outlined areas of concern as reasons for seeking a review of the above decision.  The reasons for the call-in were as follows –

 

"We seek clarification and an explanation regarding the timeframe referred to in the report".

 

"Further delay risks significant implications to any cohesive plan for development within North Lincolnshire regarding planning and its impact on residents within North Lincolnshire".

 

"Any further delays have the potential for risk in terms of over development, poor infrastructure and a lack of confidence in some communities".

 

The decision was also considered to be contrary to the policy framework or contrary to, or not wholly in accordance with the budget, for the following reason -

 

"Potential delays on an up-to-date Local Development Scheme runs the risk of having severe consequences on the policy framework for North Lincolnshire Council".

 

In accordance with the council’s Procedure Rules, the Leader of the Council was in attendance due to the unavailability of the Environment and Strategic Planning Cabinet Member.  The Leader of the Council was invited to respond to the concerns and reasons for the decision being called in and be held to account for the decision taken. 

 

The Director: Business Development was also in attendance.

 

Resolved - That no further action be taken, and the Environment and Strategic Planning Cabinet Member’s decision, ‘North Lincolnshire Local Development Scheme Revised February 2021’, (minute 6 refers) be implemented with immediate effect.
