Interim Clinical Plan - Presentation by Senior Representatives from North Lincolnshire CCG and Northern Lincolnshire & Goole NHS Foundation Trust

Minutes:

 

The Chairman welcomed Alex Seale, Chief Operating Officer, North Lincolnshire CCG, Dr Simon Thackray, Associate Director and Clinical Lead – Cardiology, Claire Hansen, Programme Director – HASR, and Steven Courtney, Partnership and Stakeholder Engagement Manager, to the meeting.  The Chairman explained that the witnesses had been invited to update the panel on the Interim Clinical Plan.

 

Claire and Dr Thackray gave a detailed presentation on the Plan, and how this work fitted into other programmes which made up the Humber Acute Services Review.  The plan focussed on ten clinical specialisms which were considered ‘fragile’ across the Humberside area, and described how each was being made safe and effective.  Progress and ‘next steps’ were explained for each service, and the joint clinical leads were identified.

 

The presentation concluded by describing the likely implications for patients and staff.

 

Members asked questions about the presentation, including links to tertiary or other acute or out-of-area sites, the move away from Trust-based services towards a wider Humberside footprint, data sharing and protection, and likely timescales for service change and consultation (if required).  Dr Thackray and Claire answered these questions fully.

 

Resolved – (a) That Claire Hansen, Dr Simon Thackray, Alex Seale, and Steven Courtney be thanked for their update, (b) that the presentation be noted; and (c) that the Interim Clinical Plan and the implications for services remain a work programme item for the Health Scrutiny Plan.

Discussion with the Deputy Leader / Cabinet Member for Adults and Health

Minutes:

 

The Chairman welcomed Cllr Hannigan to the meeting.  Cllr Hannigan, as Cabinet Member for Adults and Health, had been invited to update the panel on relevant developments related to his portfolio.

 

Cllr Hannigan described ongoing work on the following priority areas.

 

·       Covid-19 response and recovery,

·       Adult Social Care, including ensuring a sustainable situation in North Lincolnshire,

·       Opportunities arising from the Integrated Care System agenda,

·       Public Health, including efforts to tackle homelessness, and

·       The council’s investment in capital programmes to help those with early onset dementia, learning or physical disabilities.

 

Members asked the Cabinet Member questions on staff vaccination rates, working with the Voluntary and Community Sector and the Armed Forces on homelessness, and the developing Integrated Care System and how the council remains a key partner.

 

Resolved – (a) That Cllr Hannigan be thanked for his update; and (b) that the situation be noted.
