Minutes:

The Chairman welcomed the council’s Director: Governance and Communities and Principal Officer: Safer Neighbourhoods to the meeting.  In addition, a report that detailed the findings of a review into the Neighbourhood Action Team concept in North Lincolnshire had been circulated with the agenda.

Members heard that Neighbourhood Action Teams (NATs) were community meetings that were held in each of the 17 electoral wards within North Lincolnshire.  They allowed people living in that community to influence, prioritise and resolve issues relating to community safety and the environment.

NATs had been in place in North Lincolnshire since 2007, with all meetings Chaired by a ward member appointed by the council.

Currently NATs were set up to deal with issues relating to Crime and Anti Social Behaviour and issues of environmental nuisance.

In September 2020, Safer Neighbourhoods were asked to undertake a review of the NATs by the council’s Places Scrutiny Panel.

The review report agreed a future direction and operating procedure for the NATs.

The Chairman then facilitated a discussion between the Director and Principal Officer on the Neighbourhood Action Team concept, including best practice and learnings from their professional experience of the NATs across North Lincolnshire.

Resolved – (a) That the Director: Governance and Communities and Principal Officer: Safer Neighbourhoods be thanked for their attendance, verbal presentation and for answering members’ questions, and (b) that the Governance Scrutiny Panel be formally invited to form a joint Governance and Places Scrutiny Panel and commence a review into Neighbourhood Action Teams in North Lincolnshire.
