Councillor Clark filled the vacancy at this meeting.

There were no declarations of disclosable pecuniary interests, or personal or personal and prejudicial interests.  No whip was declared.

Resolved – That the minutes of the proceedings of this panel held on 25 November 2020, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

There were no requests received.

The Chairman welcomed the council’s Group Manager – Highways, Highways Operations Manager and Winter Service and Programmed Works Officer to the meeting.  Mr Simpson, Mr Johnson and Mr Denovan had been invited to the meeting to discuss with members the winter maintenance of the council’s highways infrastructure.

Mr Denovan delivered a presentation on the following –

Ø  Legislation that governs management of the highway

Ø  Current winter service policy

Ø  Salting routes

Ø  Salt bins

Ø  Critical assets

Ø  Snow routes

Ø  Snow wardens

Ø  Decision making hierarchy and process

Ø  Communications

Ø  Issues affecting treatment of the highway infrastructure

Following the presentation, the Chairman facilitated a discussion between the panel and Mr Simpson, Mr Johnson and Mr Denovan.

Resolved - (a) That the Group Manager – Highways, Highways Operations Manager and Winter Service and Programmed Works Officer be thanked for their attendance, presentation and for answering members questions, and (b) that the presentation be received with thanks.
