17.

To approve as a correct record the minutes of the Local Access Forum held on 10 April 2019

Minutes:

Resolved - That the minutes of the meeting held on 10 April 2019, having been circulated amongst the members, be taken as read and correctly recorded and be signed by the chairman.

Matters arising from minutes dated 10 April 2019

Minutes:

The Nev Cole Way was devised and publicised by the Ramblers' Association independently of the local authority many years ago. It mostly utilises public rights of way, but for some reason also uses routes that are neither public rights of way nor apparently permissive paths. One such example is the length along the Humber bank between Winteringham Haven and Read's Island.

Environment Team update

Minutes:

Colin Wilkinson informed the Local Access Forum the team has recently had a review. Colin Wilkinson confirmed he will continue to attend the forum.

 

Other Officers successfully appointed are currently on sick leave. Further updates will be provided at futures meetings.

Local Access Forum sub group updates

·       Discovering Lost Ways sub-group

·       Historic Rights of Way sub-group

Minutes:

Peter Mckenzie-Brown has confirmed he would no longer be the Lead for the Discovering Lost Ways group.

 

Resolved: New lead for Discovering Lost Ways group to be confirmed

21.

Definitive Map

Minutes:

There are currently 14 applications scheduled, due to the deregulated act. To continue to encourage more application as and when required.

 

Colin Wilkinson informed the Local Access Forum temporary closures of footpaths will not be included on the Definitive Map, however permanent closures will be. All updates are available on the website.

 

Resolved: Link to ‘current public notices’ via the Definitive Map to be circulated.

22.

Historic Rights of way

Minutes:

Item due to be discussed at next national meeting.

 

Colin Wilkinson stated the cut off for future claims is 2026. There are discussions for this to be extended, but this has not been confirmed for central government.

 

It was confirmed there were potentially 50 claims, regarding Historic Rights of Way. It was suggested that the forum to be involved in processing of the claims.

 

Resolved: For the Local Access Forum to be involved in processing of the 50 Historic Rights of Way claims.

Regional Local Access Forum update

Minutes:

Next meeting due to take place 4 March 2020, in Leeds. Update to be provided at next meeting.

 

Resolved: Minutes from the last Regional meeting to be circulated to the forum. 

24.

Coastal Path

Minutes:

Available on Gov.uk is the overview for England Coast Path: Improving public access to the coast.

 

Natural England has begun to investigate how to improve coastal access along a 95 km stretch of coast in North Yorkshire and East Riding of Yorkshire between Easington and Filey Brigg.

 

On 28 February 2018, Natural England submitted a report to the Secretary of State for Environment, Food and Rural Affairs setting out the proposals for improved access to the coast between Easington and Filey Brigg.

 

The period for making representations and objections about the report closed at midnight on 25 April 2018. The report is still available to via Gov.uk.

 

Once the Secretary of State has approved the report, Natural England will start work with East Riding of Yorkshire Council and North Yorkshire County Council on preparing the route for public use.

 

The first step will be to contact owners and occupiers of the affected land to discuss the design and location of any new infrastructure which is required such as signs and gates.

 

When preparations are complete, new access rights will be brought into force along the route and adjoining spreading room

25.

Bridleways update

·       Hirst Priory to Derrythorpe

Minutes:

         Hirst Priory to Derrythorpe - Colin Wilkinson informed the forum that due to a complaint being received that this would have to go to the Secretary of State.

 

Resolved: It was agreed for a site visit to be conducted on the 22 April 2020, at Hirst Priory

26.

Ancholme Cycleway update

Minutes:

Daniel Marsh confirmed the item was discussed at the last Brigg NAT meeting. It was confirmed further discussions’ in relation to the cycleway are due to take place.

 

Issues have been raised regarding the cycleway and access through private land. Further updates will be provided when progress is made.

Minutes:

Daniel Marsh confirmed he would no longer be providing administration support to the forum, Vikki Oxley will be taking over.

 

Richard Alderson on behalf of the Forum thanked Daniel Marsh for his contribution and support, and wished him well for the future.
