The Adult Social Care Outcome Framework - Discussion with Senior Officers

Minutes:

 

Cllr O’Sullivan welcomed Victoria Lawrence, Director: Adults and Health, and Jo Johnson, Assistant Director - Safeguarding & Assurance, to the meeting.

 

Cllr O’Sullivan explained that Victoria and Jo had been invited to update the panel on the Adult Social Care Outcomes Framework 2023/24.  Victoria introduced the discussion, stating that the Framework was designed to measure how well care and support services achieve the outcomes that matter most to people. The Framework is used both locally and nationally to set priorities for care and support, to measure progress, and to strengthen transparency and accountability.  As such, the publication of this data enabled North Lincolnshire Council to understand outcomes for local people and how the people of North Lincolnshire are enabled to be safe, well, prosperous and connected, in line with council priorities 

 

Victoria and Jo delivered a presentation, covering how the council plans and delivers support for local people, performance levels, feedback from recipients of the support, and recent developments and improvements to services.

 

The Panel members discussed the presentation, with the panel asking questions about hospital discharge, residential care, working with Voluntary, Community and Social Enterprises, and access to services.  Victoria and Jo responded accordingly.

 

Resolved – (a) That Victoria Lawrence and Jo Johnson be thanked for the presentation and for responding to the panel’s questions, and (b) that the local situation be noted and welcomed.

Update on Health and Social Care Integration - Discussion with Senior Officers and the North Lincolnshire NHS Place Director.

Minutes:

 

Cllr O’Sullivan welcomed Alex Seale, North Lincolnshire NHS Place Director, and Nolan Bennett, Head of Community First Transformation, Adults & Health, to the meeting. 

 

Cllr O’Sullivan explained that Alex and Nolan had been invited to join Victoria Lawrence and Jo Johnson in order to update the panel on the Community First Strategy to integrate health and social care.  Victoria, Alex, Nolan and Jo delivered a presentation on the underlying principles of the integration agenda, the strategic enablers/priorities, capital and estates, and how integrated health and care working was being implemented across North Lincolnshire.  It was explained that the integration programme was underpinned by a common understanding of need, which enabled services to be planned and delivered in a timely, proportionate, and tailored manner.

 

Victoria and Alex explained that a new Section 75 Committee was intended to begin its work from April 2025, aiming to further align local policies and council and NHS budgets

 

The Panel members discussed the presentation, with the panel asking questions about ensuring the Community First Strategy was aligned with the NHS Plan, ethical recruitment of staff, engaging with primary care, and maintaining democratic oversight.  Alex, Victoria, Nolan and Jo responded to members’ questions.

 

Resolved – (a) That Victoria Lawrence, Alex Seale, Nolan Bennett and Jo Johnson be thanked for the presentation and for responding to the panel’s questions, (b) that the local situation be noted and welcomed; and (c) that the Health, Integration and Performance Scrutiny Panel continue to maintain an oversight of local developments.
