Planning and other applications for determination by the committee.

Minutes:

The Group Manager – Development Management submitted a report incorporating a schedule containing details of applications for determination by the committee including summaries of policy context, representations arising from consultation and publicity and assessment of the applications.  The Head of Development Management updated the reports orally where appropriate.  Other officers attending gave advice and answered members’ questions as requested.

 

(i)             PA/2020/1066 by Mr M Richards for outline planning permission for up to five dwellings and associated works with appearance, landscaping, layout and scale reserved for subsequent consideration at Butchers Arms, White House Lane, West Halton, DN15 9AZ.

 

An objector spoke on behalf of a number of residents and in doing so stated that the loss of the essential community resource would have a big impact on West Halton. He highlighted that the beer garden was a sunny, open community family space, and the loss of the space would be to the detriment of the pub and the village.  It would also lead to parking problems causing further disruption.

 

The agent confirmed that the application was only at outline stage with matters reserved for a later date. The application did give a flavour for the housing development and how it could be accommodated on the site without encroaching the open countryside. He also highlighted that a noise and drainage report had been carried out with no concerns.

 

Cllr’s Ogg and Rowson as ward members spoke to the committee with their concerns and the affect this would have on the pub. They urged the committee to have a site visit before making a decision.

 

Resolved – That the application be deferred to the next meeting to allow the committee to visit the site.

 

(ii)            PA/2020/1354 by Mr Paul Chapman for planning permission to erect six two-storey detached dwellings and change the use of the main building of the Duke William Motel to residential use (and demolish an existing side extension to the Duke William and rear chalets) at Duke William Hotel, 27 Church Street, Haxey, DN9 2HY.

 

An objector addressed the committee on behalf of the Haxey Community Group.  He stated that the application was not in line with policies, and highlighted the Inspectors previous refusal taken in 2019, and said nothing had changed in this application for it to be approved.  He said it would have a detrimental impact on the historic landscape of the area, it was over development and the community had raised many objections against it.

 

The agent spoke in response and indicated it was a revised scheme following a thorough review following the Planning Inspectors decision, and therefore re-devised all aspects the Inspector raised.  Key amendments had been made and the development was within the boundary limits, with more traditional style cottages.  He stated the site would be well concealed and would be an improvement on the current condition of the site. 

 

The Chairman read out a letter of objection from Andrew Percy MP following concerns raised by residents.

 

Cllr Rose spoke as the local ward members addressing a number of concerns with regard to the application.  He highlighted the Planning Inspectors appeal decision for refusal and reasons, and felt these had not changed. He said it would be detrimental to the historic landscape of the area and was not a sustainable development.

 

Cllr Evison referred to the tick list the applicant said he had met but felt there was a number that had not been ticked off and had concerns about the application.  He stated that if granted it would have an unprecedented visual impact on the historic landscape and an adverse impact of the character of the area. He listed a number of planning policies that that the application failed to meet, and that it also failed to meet the key objectives of the NPPF to conserve the environment for this and future generations.

 

Cllr Hannigan agreed with the previous speaker that it should be refused as it was in the wrong location and would be detrimental to the historic landscape.

 

Cllr Grant stated that he was on the Planning Committee when the application was previously submitted and refused, and he saw not great deal of different with this application and therefore felt it should be refused.

 

It was moved by Cllr Evison and seconded by Cllr Hannigan –

 

That planning permission be refused for the following reasons –

 

1. 
The proposal, by virtue of its siting and intensification of built form, would introduce an unacceptable character impact through the visual intrusion of an extension of the residential environment into the historic landscape. The development would therefore have an adverse impact on the character, appearance and setting of the historic landscape of the Isle of Axholme Area of Special Historic Landscape and its national significance, specifically the character and setting of the core historic landscape of the Ancient Open Strip Fields north of Haxey and the Early Enclosed Land, as well as of the historic settlement form and listed buildings that contribute to the character, setting and legibility of the historic landscape. The proposal is therefore considered to be contrary to policies CS1 and CS6 of the adopted Core Strategy and LC14, LC7 and DS1 of the North Lincolnshire Local Plan. The proposal would not be in accordance with paragraphs 170, 192 or 200 of the National Planning Policy Framework as the proposed development would not make a positive contribution to local character and distinctiveness, and would detract from the significance of the historic landscape at this location. The application fails the key objective of the National Planning Policy Framework to conserve the historic environment for this and future generations.

(iii)  PA/2020/1365 by Mrs Rebecca Proctor for planning permission to replace all windows and external doors at Camasstraddan, 41 Main Street, Saxby all Saints, DN20 0QF.

 

Resolved – That planning permission be granted in accordance with the recommendations contained within the officer’s report.

 

(iv)  PA/2020/1401 by Mr H Maxfield for outline planning permission to erect a dwelling with all matters reserved for subsequent consideration at Osborne House, Carr Road, Ulceby, DN39 6TX.

 

Resolved – That planning permission be granted in accordance with the recommendations contained within the officer’s report.

 

(v)  PA/2020/1585 by Mr R Ellis, Wilton Cobley Ltd for planning permission to erect a two-storey side extension and raise the roof of existing dwelling, erect a detached garage and a detached bungalow in the rear garden at Fairview, Coronation Road, Ulceby, DN39 6SX.

 

Resolved – That planning permission be granted in accordance with the recommendations contained within the officer’s report.

 

(vi)  PA/2020/1592 by Mr Stephen Wells for planning permission to erect an agricultural building for general purpose use at Land South-East of Railway Street, Barnetby le Wold.

 

Resolved – That planning permission be granted in accordance with the recommendations contained within the officer’s report.

 

(vii)  PA/2020/1849 by Mr Syed Ahmad for planning permission to erect a single-storey front extension at 127 Cliff Gardens, Scunthorpe, DN15 7BL.

 

Resolved – That planning permission be granted in accordance with the recommendations contained within the officer’s report.
