Decision:

To make minor amendments to the Contract Procedure Rules (‘CPRs’) contained within the Constitution in respecting of approving exception to the CPRs.

Reasons for the decision:

The purpose of this decision record is to make minor amendments to the contract procedure rules. The amendments are
1.Paragraph 1.1.5.2 be amended to include Business Services as part of a project group were the procurement relates to construction or highways works.
2.Paragraph 3.1 be amended to allow for the relevant Heads of Services to approve all CPR exceptions up to the value of £100,000 and for the relevant Director to approve all CPR exceptions which are above the value of £100,000 up to £189,330.This is to reflect what currently is happening in practice and to avoid the need for officer delegations to be made.
The amended CPR’s are appended to this decision record. These changes are needed to allow for more efficient practices and consistency so as to better align with existing delegated officer approvals which have been given in respect of other procurement/contract matters of a similar value.

Alternative options considered:

The alternative option would be to not approve the changes which would not deliver the practice efficiencies and consistencies as outlined above.
