Appointment of Director: Public Health -

Report of the Deputy Chief Executive.

Minutes:

The Deputy Chief Executive submitted a report setting out proposals to establish a joint Director of Public Health post covering both North and North East Lincolnshire Councils, and to delegate the process of appointment to this post to a joint recruitment panel consisting of representation from North Lincolnshire Council, North East Lincolnshire Council, the Office for Health Improvement and Disparities (OHID) and the Faculty of Public Health.

 

The Deputy Chief Executive in his report set out the successes of and explained the reasoning behind reviewing and progressing from the current pilot model for public health, including a joint Director of Public Health, across the three upper tiers councils within Greater Lincolnshire. He also set out and explained proposals for a new model for a Greater Lincolnshire Public Health Partnership including a joint Director of Public Health for Northern Lincolnshire. This would satisfy statutory duties, commitment to corporate management, contiguous with health care and emergency service boundaries and offer economies of scope and scale to drive through better alignment and integration of public health services and thinking. The role would be jointly funded by both North and North East Lincolnshire Councils and hosted by North Lincolnshire Council. Associated resource implications were detailed in the report.

 

The report stated that the selection and appointment to the proposed joint Director of Public Health for Northern Lincolnshire would be through a joint appointments panel consisting of representatives from both North and North East Lincolnshire Councils, OHID and the Faculty of Public Health.

 

Resolved – (a)That the establishment of and recruitment to a joint Director of Public Health (Northern Lincolnshire) post covering both North and North East Lincolnshire Councils as proposed and set out in the Deputy Chief Executive’s report, be approved, (b) that the process of selection and appointment to the post be through a joint recruitment panel consisting of politically proportionate representation from this Committee (on behalf of the Council) and North East Lincolnshire Council (2 Conservative and 1 Labour councillors from each council) as well as representatives of the Office for Health Improvement and Disparities and the Faculty of Public Health; (c) that authority to carry out the process of selection and appointment to the post be delegated to the above representatives of this Committee (on behalf of Council), and (d) that a review of the arrangements commence six months from the date of appointment or start date of the successful candidate.
