Appointment of Director of Public Health

Minutes:

Further to minute 73, the Deputy Chief Executive submitted a report which considered proposals for future arrangements for the appointment of the Director of Public Health.

The Deputy Chief Executive in his report proposed that future arrangements be made in the context of joint arrangements across Greater Lincolnshire and the Greater Lincolnshire Joint Strategic Oversight Committee at its December 2021 meeting (GLJSOC) had agreed to develop a pilot public health model for Greater Lincolnshire. Subject to relevant and appropriate stakeholder engagement the model would seek to implement strategic collaborative leadership of public health responsibilities. Consequently, it was proposed that the statutory role of Director of Public Health be appointed to by utilising a secondment arrangement with Lincolnshire County Council. This would be a shared leadership model across the Greater Lincolnshire Upper Tier Local Authorities and was subject to consideration and agreement by each of the Councils in line with their constitutional arrangements.

Resolved – (a) That the current position regarding the interim arrangement for the Director of Public Health be noted; (b) that the proposed pilot arrangements outlined in the report to provide Director of Public Health cover for North Lincolnshire be approved, and (c) that authority be delegated to the Head of Paid Service to make the necessary arrangements for consultation, engagement and agreement (including under Section 113 of the Local Government Act 1972) to second the Lincolnshire County Council Director of Public Health to fulfil the statutory role of Director of Public Health for North Lincolnshire.

Recruitment to the post of Director: Children and Families

Minutes:

Further to minute 77, the Committee met as the final part of the recruitment process and received a presentation from and interviewed two candidates for the post of Director: Children and Families.

The Committee also received feedback from a Partner/Stakeholder engagement panel which had met candidates two days earlier and from a panel of young people who met with the candidates before their interviews remotely through MS Teams.

Resolved Unanimously – (a) That an appointment to the post of Director: Children and Families be made, and (b) that Ann Marie Brierley be appointed to the post, subject to the executive notification procedure, to commence on 1 January 2022.

Post of Director: Governance and Communities

Minutes:

Further to minute 72 and following the recruitment to the post of Director: Children and Families the committee in accordance with the council’s review protocol, considered a designation into the post of Director: Governance and Partnerships.

Resolved Unanimously – That in accordance with the council’s review protocol and subject to the executive notification procedure, Becky McIntyre be appointed as the Director: Governance and Communities with effect from 1 January 2022.
