The Director: Economy and Environment submitted a report advising members of an application to vary a premises licence at Goxhill Memorial Hall, Chapel Street, Goxhill.

 

Details of the application were outlined in the report, together with the application to vary the premises licence and representations received from interested parties.

 

The Director in their report reminded the sub-committee that the options available having considered all the relevant information were:

 

Ø  To refuse to vary the licence

Ø  To vary the licence with additional conditions

Ø  To vary the licence without additional conditions

Ø  To vary the licence but restrict the licensable activities

Ø  To vary the licence with restricted times

 

The premises licence holder addressed the sub-committee and responded to questions.

 

Following the summary of the case, the meeting was adjourned for deliberation by members, with the sub-committee decision communicated to all parties in writing, stating the following decision –

 

Resolved – The Licensing (Activities) Sub-Committee carefully considered all the information contained within the agenda bundle as well as the representations made by the applicant (licence holder) at the hearing, taking into account the statutory guidance under s182 of the Licensing Act 2003 and the council’s Licensing Policy. The sub-committee agreed that the premises licence be varied as applied for subject to the following conditions:

 

·       That the conditions submitted by the licence holder for the prevention of crime and disorder, prevention of public safety, the prevention of public nuisance, and protection of children from harm, contained within the agenda bundle at Appendix A, be adhered to and incorporated within the premises licence.

These conditions were to protect the amenities of local residents and minimise any disturbance from activities at the premises, and to adhere to the prevention of public nuisance, prevention of crime and disorder, the protection of children from harm, and public safety licensing objectives.

In addition, the members of the sub-committee made particular reference to the quality of the application received from the licence holder, which in their view was very comprehensive.
