Creation of a new Older Peoples' Independent Living Complex at Hewson House and to repurpose office facilities at Cary Lane

Minutes:

5          CREATION OF A NEW OLDER PEOPLES’ INDEPENDENT LIVING COMPLEX AT HEWSON HOUSE AND TO REPURPOSE OFFICE FACILITIES AT CARY LANE – The Director: Economy and Environment submitted a report seeking approval of the re-development of a council site and the change of use for Cary Lane, Brigg.

The North Lincolnshire Economic Growth Plan set out ten ideas for a new economy for North Lincolnshire.  The housing growth strategy set out the council’s ambition to ensure that housing products were delivered to meet the population’s needs.

To the year ending December 2021, North Lincolnshire had delivered 113% of its housing numbers; 10% of all housing delivered was for over 55s.

The council continued to work with housing developers and landowners to ensure that appropriate housing was delivered, this included step-down accommodation so that over 55s could continue to live in their own home and enjoy the quality of life that North Lincolnshire afforded them.

The proposed site, shown at Appendix 1 to the report, would provide an opportunity to deliver a range of accommodation for over 55s, this supported the housing needs assessment for North Lincolnshire.

It was proposed that Cary Lane would transfer from the council’s Commercial Property Portfolio to Corporate Landlord and would provide a base for the council and partners in Brigg.

Resolved – (a) That the proposal for the site, as set out in Appendix 1 to the report, to be developed for over 55s accommodation be approved; (b) that the site, as set out in Appendix 1 to the report, be declared surplus to future council operational requirements, and (c) that the proposal for Cary Lane to be used as the operational base for the council be approved.
