North Lincolnshire Local Plan Regulation 19 (Publication) Consultation

2        NORTH LINCOLNSHIRE LOCAL PLAN REGULATION 19 (PUBLICATION) CONSULTATION – The Director: Business Development submitted a report seeking approval to publish the ‘Publication’ (Regulation 19) version of the North Lincolnshire Local Plan for public consultation, as the final stage of the plan making process prior to submission to the Government for Examination in Public.

 

The process for preparing statutory Local Plans was set out in the Town and Country Planning (Local Planning) (England) Regulations 2012. Regulation 19 represented the final stage of the plan making process, prior to submission to Government for examination.

 

In line with Regulation 19, the council were now required to publish the North Lincolnshire Local Plan for public consultation prior to submission to Government for inspection and Examination in Public. The council would, alongside the final plan, publish the Sustainability Appraisal (SA), Strategic Environmental Assessment (SEA), Habitat Regulations Assessment (HRA) and wider supporting evidence base documents for final consultation.

 

All representations made during the Regulation 19 consultation period would be passed to the Inspector appointed by Government to examine the Local Plan for them to consider as part of the Examination in Public.

 

The North Lincolnshire Local Plan publication version had been built upon the extensive work carried over the council’s plan making period. The stages of this

process were detailed at paragraph 2.5 of the report.

 

Once the North Lincolnshire Local Plan was adopted, it would ensure that North Lincolnshire had a relevant and evidenced based local plan to 2038. Although the Government had proposed several reforms through the ‘Planning for the Future’ white paper in 2020, it was expected that North Lincolnshire Council would benefit from ‘transitional arrangements’ following the adoption of this Local Plan, once any newly reformed planning system was introduced.

 

The North Lincolnshire Local Plan was supported by evidence base documents (among others). These documents were listed at paragraph 2.7 of the report.

 

The North Lincolnshire Local Plan process had also required the cooperation of all neighbouring local authorities and statutory agencies with several signing a ‘duty to cooperate’. 

 

To ensure the consultation was accessible as possible, there would be several face-to-face open consultations across North Lincolnshire localities.  These would be published on the council website.

 

Resolved – That the publication version of the Local Plan for final consultation prior to submission for examination in public be approved.
