Procurement of Waste Resource Recovery and Recycling Contract

Minutes:

The corresponding report of the following item (Minute 6 refers) contains exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

 

6        PROCUREMENT OF WASTE RESOURCE RECOVERY AND RECYCLING CONTRACT – The Director: Economy and Environment submitted a report seeking approval to launch a tender and delegate contract award in relation to the procurement of waste recovery and recycling.

 

The current contracts to deliver residual, organic and bulky waste management services were scheduled to terminate on 4 February 2023.

 

Residual waste – the contract currently in place for the treatment and disposal of the council’s municipal residual waste had been in place since 5 February 2018, all built in extension periods had been utilised and the contract expired on 4 February 2023.

 

Organic waste – the contract currently in place for the treatment and disposal of the council’s organic waste had been in place since 1 November 2016, all built in extension periods had been utilised and the contract expiration date had been brought in line with the expiration date of the municipal waste of 4 February 2023.

 

Bulky items waste – the contract currently in place for the treatment and disposal of the council’s bulky items waste had been in place since 5 February 2018, all built in extension periods had been utilised and the contract expired on 4 February 2023.

 

The end date of the three contracts had been aligned to enable the council to consider how the material streams were dealt with, to seek any economies of scale, understand if any contracts could be combined and explore alternative options.  Further details were set out in the report and accompanying appendix.

 

Resolved – (a) That the procurement plan for Option 1A, as set out in the report at paragraph 4.1 and Appendix 1 to the report, with the addition of 'the ability to increase tonnage if capacity allows in the future’ and complying with Contract Procedure Rules, be approved; (b) that the decision to award be delegated to the Director Economy and Environment in accordance with Contract Procedure Rules, and (c) that also in accordance with Contract Procedure Rules the Environment and Strategic Planning Cabinet Member be informed on the award of the contract.
