Greater Lincolnshire Local Heritage List Campaign

Minutes:

10         GREATER LINCOLNSHIRE LOCAL HERITAGE LIST CAMPAIGN – The Director: Economy and Environment submitted a report seeking approval for North Lincolnshire to be included in the Local Heritage List Campaign covering Greater Lincolnshire.

 

A local heritage list was a list of important buildings, monuments, places or landscapes identified at a local level, which provided a degree of protection through the planning system. Heritage assets that were not statutorily listed may still have been of local, regional and sometimes national importance and added value to the look of the council’s towns, villages and countryside.  This heritage was worth noting in a local list and flagging on the local Historic Environment Records (HERs). All known finds and historic assets were recorded in the HER, but not all would be appropriate for inclusion in a local list. Therefore, the local list would complement, rather than replace, the HER.

 

Putting a building, site or historic feature on a local list did not itself require any more consents other than normal planning permission. However, the value to the local area would be a material consideration when making planning decisions. Through the planning system, if planning permission was required for development, local planning authorities must have referred to national and local policy relating to heritage assets.


On 30th January 2021, the Ministry of Housing Communities and Local Government (MHCLG) announced that Greater Lincolnshire was one of 22 counties due to receive up to £70k to encourage the production of a local heritage list. This project included North Lincolnshire.


The campaign helped to create a single program accessible to all Local Authorities and was compatible with existing Historic Environment Records (HER) to enable efficient data collection and publication.


Although the funded project had now come to an end, the website for local listing nominations remained live. The logical next step was to promote the wider use and to use the resulting nominations and selection criteria to develop a local list for North Lincolnshire.
