Procurement of New 26t Refuse Collection Vehicles (RCV)

Minutes:

The corresponding report of the following item (Minute 5 refers) contains exempt information as defined in Paragraphs 3 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

 

5        PROCUREMENT OF NEW 26t REFUSE COLLECTION VEHICLES (RCV) – The Director: Economy and Environment submitted a report seeking approval to launch a procurement exercise for 7 x 26 tonne RCVs to support the council’s fleet and waste transformation.

 

The council’s waste team attended all North Lincolnshire’s households (72,000 properties) and 1200 businesses once a week, utilising 43 vehicles.

 

A capital allocation for the Fleet Asset Management Programme was agreed as part of the budget approval process by Full Council covering financial years 2022/23 to 2023/24.

 

The council was committed to transforming its RCV fleet, ensuring the connection to the environmental and waste needs of its communities, whilst taking steps to reduce its carbon footprint.  Through procurement, the opportunity would be explored to convert vehicles to hydrogen, once hydrogen was readily available in the market.

 

This option provided the opportunity for the transformation of the council’s transport offer to become more sustainable.  Given the size and rurality of North Lincolnshire and the still developing electric and hydrogen     market, the council would seek to purchase vehicles which would enable adaption to cleaner alternatives as they become available.

 

The council was keen to transition to a low carbon fleet at the earliest opportunity, the risks to business continuity and risk of being an early adopter of emerging technology needed to be mitigated.

 

Resolved – (a) That procurement of new 26t Refuse Collection Vehicles (RCV) be approved, and (b) that the award decision be delegated to the Director: Economy and Environment.
