2          NORTH LINCOLNSHIRE COUNCIL KICKSTART PLACEMENTS – The Director: Business Development submitted a report seeking approval for the creation of 35 additional Kickstart Scheme placements within North Lincolnshire Council.

The Kickstart Scheme was a £2 billion fund to create hundreds of thousands of high quality 6-month work placements aimed at those aged 16 to 24 who were on Universal Credit and were deemed to be at risk of long term unemployment.

Funding for each job placement would cover 100% of the relevant National Minimum Wage for 25 hours, the associated employer National Insurance contributions and employer minimum automatic enrolment contributions.  For each placement, Kickstart employers would also receive a £1500 initial payment for set up costs and employability support.

North Lincolnshire Council was a Kickstart Gateway, acting on behalf of a number of employers and internal departments to provide placements for young people through the scheme.

Approval for eight internal placements had previously been approved through delegated decision making.  Approval was now sought to create further internal NLC placements following HR policies and procedures.  The young people would be employed on 6 month, fixed term contracts for the duration of the placement.

Resolved – That the creation of 35 additional Kickstart placements throughout the Council be approved.
