Redevelopment of the former Scunthorpe Market Site

3.      REDEVELOPMENT OF THE FORMER SCUNTHORPE MARKET SITE – The Director: Economy and Environment submitted a report seeking approval to commence a tender exercise to procure a contractor to design and build a new mixed-use development on the former Scunthorpe Market Site, and that the following evaluation of any submissions, appoint the successful contractor to the value of £12 million.  

 

On 30 June 2020, the Prime Minister announced that the government was bringing forward £5 billion of capital investment projects to rebuild Britain and fuel economic recovery across the UK. The Future High Streets Fund (FHSF) was key to delivering the government’s ambitions to level up the country and providing infrastructure investment. The funding would help renew and reshape town centres and high streets in a way that improved experience, drove growth and ensured future sustainability.

 

A Full Business Case (FBC) to Greenbook Standards was submitted to the Department for Levelling Up, Housing and Communities (DLUHC), (formerly known as the Ministry of Housing, Communities and Local Government) in July 2020, bidding for grant funding for Scunthorpe Town Centre as part of the FHSF funding stream.  In December 2020, NLC was awarded grant funding of £10.6 million to redevelop the former Scunthorpe Market site and deliver Phase 2 of the Scunthorpe Urban Park in Church Square by 31 March 2024.          

 

A tender exercise to procure a contractor to design and build a new mixed-use development on the former Scunthorpe Market Site was required. The action proposed aligns with NLC’s Council Plan 2018-2021 – ‘buying from organisations that have the right skills to provide services on our behalf’ to enable better outcomes for the people and place of North Lincolnshire. The contact would be awarded in accordance with the council’s Contact Procedure Rules.

           

 

Resolved – (a) That the commencement of a tender exercise to procure a contractor to design and build a new mixed-use development on the former Scunthorpe Market Site be approved, and (b) that following evaluation of any submissions, appoint the successful contractor as set out in the report to the value of £12 million.
