Investment in the Redevelopment of the former Scunthorpe Market Site

The corresponding report of the following item (Minute 8 refers) contains exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

 

8        INVESTMENT IN THE REDEVELOPMENT OF THE FORMER SCUNTHORPE MARKET SITE – The Director: Economy and Environment submitted a report seeking approval for the revised costs to create a new Business Enterprise and Innovation Hub including new accommodation for Health Professionals.

 

On 30 June 2020, the Prime Minister announced that the government was bringing forward £5 billion of capital investment projects to rebuild Britain and fuel economic recovery across the UK. The Future High Streets Fund (FHSF) was key to delivering the government’s ambitions to level up the country and providing infrastructure investment.

 

The proposed project would continue the regeneration, renewal and reshaping of Scunthorpe town centre in a way that improved experience, drives growth and ensures future sustainability.

 

A Full Business Case to Greenbook Standards was submitted to the Department for Levelling Up, Housing and Communities (DLUHC) in July 2020, bidding for grant funding for Scunthorpe Town Centre as part of the FHSF funding stream. 

 

In December 2020, North Lincolnshire Council (NLC) was awarded grant funding to redevelop the former Scunthorpe Market site and deliver Phase 2 of the Town Centre Gardens in Church Square by 31 March 2024.

 

Following approval to commence a tender exercise to procure a contractor to Design and Build a new-use development on the former Scunthorpe Marker Site, the successful contractor was awarded the contract for Pre-Construction Services Agreement as part of a two-stage tender. The report addressed the current financial position for the redevelopment and the outcome of a Value Engineering exercise.

 

The action proposed aligned with NLC’s Council Plan 2022 – 2025 ‘regenerate town centres and expand the local economy to secure more highly skilled jobs’ and ‘to ensure high quality services are provided for residents.’

 

Resolved – (a) That the additional investment in the project to support the delivery of the redevelopment of the former Scunthorpe Market Site as set out in the Director’s report be approved, and (b) that in taking the decision in (a) above, approval be granted to increase the contractual value of the Design and Build contract with the successful contractor.
