M181 Southern Junction - Tender and Construction

Minutes:

The corresponding report of the following item (Minute 9 refers) contains exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

 

9        M181 SOUTHERN JUNCTION – TENDER AND CONSTRUCTION – The Director: Economy and Environment submitted a report seeking approval to commence a tender exercise to procure a contractor (to construct the scheme) and following evaluations of any submissions, appoint the contractor with the Most Economically Advantageous Tender (MEAT).

 

The council was working alongside National Highways (NH) to ensure that the Strategic Infrastructure Project: M181 ‘Southern Junction’ Burringham Bypass was delivered.  NH were also providing external funding to secure the delivery of the scheme.

 

A tender exercise to procure a contractor (to construct the scheme) was required to obtain the best price and quality supplier available and to achieve the best possible value for money outcome from the procurement activity.

 

Procurement could not be undertaken via the council’s existing frameworks and the indicative cost of the scheme was in excess of the Lot values.

 

A single stage tender was to be undertaken through the YORcivils2 (YORhub) Framework.  This public procurement framework was compliant with The Public Contracts Regulations 2015 and OJEU.

 

Resolved – That the commencement of a tender exercise to procure a contractor for the construction of the M181 Southern Junction and following evaluation of any submissions, to appoint the  contractor, be approved.
