Community Grants - Spring in Bloom 2022

Minutes:

7        COMMUNITY GRANT FUND – SPRING IN BLOOM 2022 – The Director: Governance and Partnerships submitted a report considering the scheme of offering grant aid to community groups and town and parish councils to support planting ready for Spring 2022, seeking approval for an allocation of funding from the Community Grant Fund to support the scheme.

The council first invited community groups and town and parish councils to participate in the ‘North Lincolnshire in Bloom’ initiative in 2017/18. The scheme was developed to engage communities in the creation of planting displays that would visually enhance the local area for both residents and visitors.  In doing so the scheme provided opportunities for communities to participate in competitions such as the ‘CPRE Best Kept Village’.

Further development of the scheme, funded from the Community Grant Fund, provided additional investment supporting the councils priority of Enabling Resilient and Flourishing Communities by encouraging volunteering and giving local people a sense of pride in their area through creating an almost year-round floral display for residents and to welcome visitors.

The Community Grant Fund offered grant aid towards the initial cost of providing attractive planters, flowers, and shrubs. Financial upkeep and on-going maintenance were to be met through town and parish councils working with local businesses and volunteers from within the local community.

Resolved – (a) That the scheme of grant aid for communities for planting for Spring 2022, as set out in the criteria attached in Appendix 1 of the report be approved, (b) that a sum of £10,000 for this scheme from the community grant capital budget for 2021/22 be made available, (c) that a sum of £15,000 for this scheme from the community grant current revenue budget for 2021/22 be made available, and (d) that a subsequent report detailing the recommended approach to a grant scheme to support the Queen’s Platinum Jubilee be submitted.

Community Grants - Queens Jubilee 2022

Minutes:

8        COMMUNITY GRANT FUND – HER MAJESTY THE QUEEN’S PLATINUM JUBILEE CELEBRATIONS – The Director: Governance and Partnerships submitted a report considering the scheme of offering grant aid to community groups and town and parish councils to support communities in commemorating Her Majesty The Queen’s Platinum Jubilee Celebrations in 2022.

In June 2022 the Nation would come together over a four-day Bank Holiday weekend to celebrate The Queen’s 70-year reign – the first time any British monarch would have reached this historic milestone.

In November 2020 the Government announced the late May Bank Holiday in 2022 would be changed to Thursday 2 June and an additional Bank Holiday on Friday 3 June would see a four-day weekend to celebrate Her Majesty The Queen’s Platinum Jubilee.

Thursday 2 June 2022 and Friday 3 June 2022 had been designated as Bank Holidays to enable communities to join in the celebrations.

The celebrations were likely to range from small community occasions to large events.  The community grant fund had in the past supported communities to come together to celebrate significant national events.

Resolved – That the scheme of grant aid for communities to celebrate Her Majesty The Queen’s Platinum Jubilee, as set out in the criteria attached in Appendix 1 of the report be approved.
