Minutes:

The Chair welcomed everyone to the meeting and invited all in attendance to introduce themselves and state the capacity in which they were attending the meeting.

Humberside Police and Crime Commissioner - Update

Minutes:

The Chair welcomed Jonathan Evison, Humberside Police and Crime Commissioner to the meeting.  Mr Evison had been invited to provide an update to the Panel on any matters of interest, and to respond to any questions about his role.  The Police and Crime Commissioner informed the Panel of the following –

 

·        Total number of Police Staff, including the resources allocated to support the additional recruitment.

·        Appointment of Mr Thom McLoughlin Assistant Chief Constable at Humberside Police.

·        Proposals for ‘Scunthorpe 2’

·        Financial benefits to be achieved as a result of the Town Deal and Blue Light Deal.

·        Humberside Police being awarded the Police Force of the Year 2023 at the ‘iese’ Public Sector Transformation Awards 2023.

·        Humberside Police received a National Diversity Award.

·        Performance statistics for the 101 and 999 service.

·        Proactive measures to tackle anti-social behaviour across Humberside.

 

Following the Commissioner’s verbal presentation, the Chairman facilitated a discussion between the Panel Members and Mr Evison.

 

Resolved – (a) That the contents of the verbal presentation be noted, and (b) that Mr Evison be thanked for his verbal update and for responding to members’ questions.

Office of the Police and Crime Commissioner for Humberside Delivery Plan - 2023-24 pdf icon PDF 4 MB

Minutes:

The Chair welcomed the Chief Executive Officer at the Office of the Police and Crime Commissioner for Humberside to the meeting.  Ms Cook introduced the sixth annual Office of the Police and Crime Commissioner (OPCC) Delivery Plan.  The document was the annual summary document for how the OPCC team worked effectively towards achieving the aims of the Police and Crime Plan.

 

Members heard that it was the intention that the document was an operational one and it formed the basis of how the team both created and are provided strategic direction.  The document served to inform the public and the Police and Crime Panel of the planned work programme of the OPCC for the year and provided an overview of the activities undertaken to ensure an effective office that supported the PCC to exercise his duties effectively.

 

The document used a system of outcome based planning to detail the outputs or products that the team seek to achieve over and above anything recognised as ongoing or business as usual.  The Delivery Plan was attached as an appendix to the report.

 

The Chairman then facilitated a discussion between the Panel and the Chief Executive Officer at the OPCC.

 

Resolved – That the Humberside Police and Crime Commissioner Delivery Plan 2022-23 be received with thanks.

Community Safety Fund - Update pdf icon PDF 1 MB

Minutes:

The Chair invited the Police and Crime Commissioner to update the Panel on the Community Safety Fund.

 

Members heard that the Community Safety Fund offered grants towards the costs of community safety and crime reduction projects across the Humber area.  It was designed to support community organisations to kick-start local projects that would cut crime and antisocial behaviour and improve feelings of safety.

 

The Fund provided grants of between £500 and £35,000 towards projects that meet the scheme criteria.  A total of £1.1m had been allocated to the Fund between 2022-23 and 2024-25.  Funding would be distributed via bidding Rounds until the full allocation had been committed to projects.  To date two rounds had been allocated and a further round was currently live for applications.

 

The Commissioner updated the Panel on the first and second round of the Community Safety Fund, including the number of projects by bid category, number of projects and their location.

 

Following the verbal presentation, the Panel discussed the Community Safety Fund with the Commissioner.

 

Resolved – That the Community Safety Fund update be received with thanks.

The Chief Executive Officer then responded to question from the Panel.

Panel Visit to Humberside Police Training and Development Centre - 27 February 2023

Minutes:

The Chair facilitated a discussion following the Panel’s recent visit to Humberside Police Training and Development Centre.

 

Resolved – That the Secretary write to the Chief Constable thanking Humberside Police for their invitation to attend the training facility.

Minutes:

The Chair acknowledged that with the Local Government elections scheduled to be held on 4 May 2023, the current membership would inevitably change.  The Chair thanked all members for their support, commitment and professionalism over the last four years and wished all those members who were not contesting the election a long and happy retirement.
