Enforcement and Public Spaces Protection Order

Minutes:

1        ENFORCEMENT AND PUBLIC SPACES PROTECTION ORDER – The Director: Economy and Environment submitted a report seeking approval for the implementation of a strengthened Public Spaces Protection Order (PSPO) for North Lincolnshire.

 

The Director in her report explained that a council ambition was to be the best place for its people.  To achieve this there was a clear commitment to ensuring that people who lived, worked and visited North Lincolnshire enjoyed good community wellbeing and prosperity.  The council would use all tools at its disposal to ensure that law-abiding residents and visitors were protected and felt safe without having to tolerate the inconsiderate behaviour of the minority.

 

The policy direction was to strengthen enforcement interventions and intent to deliver a zero-tolerance approach to achieve the council priority of enabling resilient and flourishing communities.  The PSPO allowed the council to tackle anti-social behaviour alongside existing powers, to support and protect vulnerable communities by targeting those who continued to be involved in anti-social behaviour.

 

Following community concerns raised around unacceptable behaviour, an early review of the existing PSPO had been completed on four priority areas.  A public consultation commenced on 27 February 2023 for a period of six weeks, which had been analysed and showed robust proposals to strengthen the PSPO enforcement around street drinking, loitering and begging and cycling.

 

Resolved – That Option 1, as set out in the report at paragraph 3.1, to implement the strengthening of the Public Spaces Protection Order for street drinking, loitering and begging and cycling, be approved.
