Discussion with Cllr Hannigan, Deputy Leader and Cabinet Member for Adults and Health

Minutes:

 

The Chairman welcomed Cllr Hannigan, Deputy Leader and Cabinet Member for Adults and Health, to the meeting.  Cllr Hannigan had been invited to provide the panel with an update on their portfolio and to respond to members’ questions.

 

Cllr Hannigan gave a broad, oral update on their portfolio, including submissions on the changing structures in health and social care, public health issues, and adult social care and wellbeing services.

 

Members discussed these issues in some depth, asking questions about topics such as homelessness, health and care workforce, military veterans, and Covid 19 testing for vulnerable people.  Cllr Hannigan responded fully.

 

Resolved – (a) That Cllr Hannigan be thanked for attending the meeting and providing the comprehensive update on their portfolio; and (b) that the situation be noted.

Joint Health Overview and Scrutiny Committee - Report by the Director of Governance and Communities pdf icon PDF 239 KB

Minutes:

 

The Chairman welcomed Richard Mell, Service Manager: Democracy and Designated Scrutiny Officer, to the meeting.  The Chairman explained that Richard had been invited to discuss a report by the Director: Governance and Partnerships proposing the establishment of a Joint Health Overview and Scrutiny Committee (JHOSC) for the Humber and North Yorkshire area.

 

Richard explained that proposed changes within the Health and Care Bill required the establishment of a flexible JHOSC in order to respond to any forthcoming proposals that constituted a substantial development or variation of health services.

 

Officers had been working on these proposals for some time, and the report was intended to allow the panel to discuss and ask questions.

 

Resolved – (a) That Richard Mell be thanked for attending the meeting and responding to members’ questions, (b) that the proposals within the report be supported; and (c) that the Panel recommends to council the approval of the proposed arrangements for the JHOSC and its Terms of Reference including the appointment to it of the three members appointed to the Health Scrutiny Panel annually.
