Co-operation Agreement and Procurement of Construction Works between Two Contracting Authorities in regard to Town Centre Regeneration

6.       CO-OPERATION AGREEMENT AND PROCUREMENT OF CONSTRUCTION WORKS BETWEEN TWO CONTRACTING AUTHORITIES IN REGARD TO TOWN CENTRE REGENERATION – The Director: Communities submitted a report seeking approval for the council to enter into a Co-operation Agreement with a contracting authority and subsequently, to procure and award design construction services for a development in Scunthorpe town centre.

 

In March 2021 the council signed Heads of Terms with the former Ministry of Housing, Communities and Local Government (now the Department for Levelling Up, Housing and Communities) for a total of £20.9m, to support several projects under the Scunthorpe Town Fund Programme.

 

To support the regeneration of Scunthorpe Town Centre, the council would deliver Phase 3 of the redevelopment of the former Scunthorpe Market Site with a participating contracting authority to achieve common objectives for renewal of the town centre and public safety.

 

Adhering to Public Contracts Regulations 2015, the council would be required to enter into a Co-operation Agreement with the public body whereby the contract implemented a co-operation between the participating contracting authorities.

 

Upon entering into a Co-operation Agreement, the council would procure and award design and construction services via a compliant procurement process to deliver Phase 3 of the redevelopment of the former Scunthorpe Market Site.

 

Resolved – That the proposal for North Lincolnshire Council to enter into a Co-operation Agreement with a contracting authority to enable the commencement of procuring and awarding the design and construction services for Phase 3 of the redevelopment of the former Scunthorpe Market, be approved.
