9 M181 SOUTHERN JUNCTION – The Director: Communities submitted an urgent report seeking approval for the Contract Award for the construction of the M181 Southern Junction terminating roundabout, following a compliant procurement exercise, and seeking approval for the council to enter into a Funding Agreement and S6, S8 and S100 Agreements with National Highways.
North Lincolnshire Council (NLC) were working alongside National Highways (NH) to ensure that the Strategic Infrastructure Project: M181 ‘Southern Junction’ was delivered.
NH had conditionally agreed to fund the cost of the Works through the principles of its Safety and Congestion Designated Fund.
This Fund provided resources to allow NH to supplement private sector contributions and other sources of funding by providing investment required to enable infrastructure improvements and the development of dependent sites.
A Funding Agreement relating to the provision of the Grant Amount and the Works was being negotiated by NLC and NH officers/representatives. In entering into a Funding Agreement with NH, NLC shall submit Grant Claims to, and to collect the monies from NH, for the cost of the Works in respect of the design, construction and management of the Works up to the Grant Amount.
NLC were also required to enter into a S100 Agreement and S6 and S8 Agreement with NH to allow NLC to enter onto the road to undertake the Works.
Further details, including financial implications, were set out in the report.
An urgent decision was requested to ensure best value for money for the Council, and to enable the Works to be delivered to achieve outputs and timescales of the Grant Funding.

3 PROCUREMENT OF A DEMAND RESPONSIVE TRANSPORT BUS SERVICE – The Director: Communities submitted a report seeking approval for the procurement plan for the new transformational Demand Responsive Transport (DRT) service.
As part of the Department for Transport sponsored Rural Mobility Fund initiative, the council developed a pilot project to further examine the viability of a DRT bus service in more rural locations across the authority. The service commenced in September 2020 and the council continued to maintain the service.
Examining the council’s priorities and outcomes for the council, notably the strategic outcome to be “Connected” and provide accessible transport for all, a revised specification had been developed to deliver a reliable, trusted DRT service beyond 2024.
Resolved – (a) That Option 3, set out in paragraph 3.3 of the report, that the procurement exercise be authorised for a new transformational service in North Lincolnshire, be approved, and (b) that future decisions related to the procurement exercise be delegated to the Director: Communities.
